Blagg, Assistant City Manager /Director of Public Safety 4E -1 Subject: Approve selection of an artist and art concept for a Bas Relief at North Park Action Requested: City Council approval of artist and concept Bas Relief at North Park. Background The City of Southlake's CIP has funded the construction of North Park located on Dove Road, east of White Chapel Boulevard. When completed, the park will feature three lighted multi -use fields with a concession building, restroom, playground, maintenance shop and pathways. In addition to these amenities, CIP funds were approved for an art feature to adorn the park building to add to the park's aesthetics and beauty. In August, a Call to Artist was extended to artists for creation of a Bas Relief for the tower /concession building. The artist provided proposed concepts that were reviewed and approved September 26, 2011 by the Arts Selection Committee, comprised of City Council members Al Zito, Pamela A. Muller and Carolyn Morris and Arts Council members Merlene Ingraham, Terri Messing and Leslie Bartlett, plus staff members Jim Blagg and Kerry McGeath. At their October 6, 2011 Southlake Arts Council meeting, the Arts Council recommended (5 -0) that a contract be pursued with artist Janis Hart for the Longhorn Landscape concept for the Bas Relief. Upon City Council approval, the artist contract will be negotiated. Work on the project is expected to take approximately three to six months. Financial Considerations: FY 2011 -12 CIP funds are allocated for art associated with the construction of a Bas Relief for the North Park building.
