Approve an Interlocal Cooperative Contract with Texas Department of Public Safety, “Failure to Appear Program,” to provide a collection enforcement tool to the City of Southlake.

Amended Chapter 706 of the Texas Transportation Code.
Collection enhancement program provided by OmniBase Services of Texas.
Defendant unable to renew their driver’s license for failing to appear, pay, or satisfy a judgment of the court.
TXDPS Failure to Appear Program
Purpose is to assist local governmental entities enforce the laws of their communities.
Goal is to get violator to contact the court.
Over 885 Texas Municipalities / Counties currently participate in the program.
TXDPS estimates that 95-98% of submitted offenders will comply.

No cost to start the program
Contract with State of Texas
No separate contract with OmniBase Services of Texas
Will require computers and staff
Statute provides immunity for use
Courts assess a $30.00 administrative fee which is distributed in the following manner:
$20.00 to the State of Texas
$6.00 to State authorized vendor: OmniBase
$4.00 retained locally
