MINUTES
COUNCILMEMBERS PRESENT: Mayor Gary Fickes; Mayor Pro Tem Jerry Farrier, and
Andy Wambsganss.
COUNCILMEMBERS ABSENT: Jon Michael Franks, Barry Emerson, Stephen Apple, and
W. Ralph Evans.
STAFF PRESENT: City Manager, Curtis Hawk; Director of Finance, LouAnn Heath; and,
City Secretary, Sandra L. LeGrand. Election Judge, Aloha Payne, was also present for the
canvass.
The Special City Council Meeting was called to order at 6:00 p.m., by Mayor Gary Fickes.
Fickes noted that a change in State Law allows a meeting to canvass election with two
Councilmembers present.
A copy of Resolution No. 94 -21 is hereby attached as Exhibit "A".
Agenda Item #2. Resolution No. 94 -21, Canvassing Returns of May 7, 1994 Election.
Resolution No. 94 -21, canvassing the General Election held on May 7, 1994, and declaring the
results for Mayor and Councilmember Place 2, was read aloud by Mayor Gary Fickes. Fickes
noted that 1,856 votes were cast during the election in which the following results include:
For Mayor: Gary Fickes, 962 votes, Sally Hall, 889 votes. For Councilmember Place 2:
Barry Emerson 750 votes, and Michael Richarme, 1,009 votes. Resolution No. 94 -21 declares
Gary Fickes as Mayor and Michael Richarme as Councilmember Place 2, with terms to expire
in May, 1997.
Motion was made to approve Resolution No. 94 -21, as presented.

RESOLUTION NO. 94 -21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, CANVASSING THE GENERAL
ELECTION HELD ON MAY 7, 1994; DECLARING THE
RESULTS FOR MAYOR AND COUNCILMEMBER PLACE
2; PROVIDING AN EFFECTIVE DATE.
WHEREAS, there was held in the City of Southlake, Texas, on May 7, 1994,
a General Election for the positions of Mayor and Councilmember Place 2; and,
WHEREAS, there were cast at said election 1,856 votes as shown in the official
election returns heretofore lawfully submitted to the City Council of the City of Southlake,
Texas, and filed with the City Secretary of said City; and,
WHEREAS, Senate Bill 123 was enacted to require that municipal write -in
candidates file declarations of write -in candidacy. A write -in vote may not be counted unless
the name written in appears on the list of write -in candidates, and only those candidates who
have filed declarations of write -in candidacy are entitled to places on the list of write -in
candidates; and,
WHEREAS, the results of said election were duly canvassed by the City Council
of the City of Southlake, Texas, on May 9, 1994, and showed the following results:

SALLY HALL 889
COUNCILMEMBER PLACE 2
BARRY EMERSON 750
MICHAEL RICHARME 1,009
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS, THAT:
Section 1. The above canvass be and the same is hereby in all things approved.

Section 2. GARY FICKES is hereby declared to have been elected to the Office of Mayor, for
a term to expire in May, 1997. MICHAEL RICHARME is hereby declared to have been
elected to the Office of Councilmember Place 2, for a term to expire in May, 1997.
