SUBJECT: Item 7B — 1 St Reading for Revisions to Article IV of the Southlake City Code
(Ordinance 880 -A) — Gas and Oil Well Drilling and Production
Action
Requested: Consider approval of 1 st Reading after the following:
• Discuss any additional changes to Article IV (Ordinance 880 -A) of
the Southlake City Code - Gas and Oil Well Drilling and Production
to date; to include setback related issues.
Background
Information: September 6, 2011; City Council reviewed an overview of all proposed
ordinance revisions to date; followed by a public comment session.
August 23, 2011; City Council reviewed, discussed and made additional
changes to the proposed ordinance revisions.
August 16, 2011; City Council reviewed, discussed and made additional
changes to the proposed ordinance revisions.
August 2, 2011; City Council reviewed, discussed and made additional
changes to the proposed ordinance revisions.
June 21, 2011; City Council voted to extend the previous moratorium on
the acceptance of applications for gas drilling and production an additional
120 days to November 14, 2011. The City Council also agreed to the Gas
and Oil Drilling Ordinance meeting schedule; the schedule is below:
Basis for the initial proposed changes to the ordinance included the
following:
1) Incorporation of conditions from recent gas drilling and
production specific use permit (SUP) cases;
2) Incorporation of best management practices (BMP) regulations that
other cities have adopted; and
3) Clarification of processing requirements.
