Item 4F MemoCITY OF SOUTH LADE MEMORANDUM (October 4, 2011) To: Shana Yelverton, City Manager From: Robert H. Price, P.E., Director of Public Works Subject: Approve contract with Weatherproofing Technologies for Phase 2 waterproofing the exterior of Town Hall in the amount of $107,089.92 Action Requested: Approve contract with Weatherproofing Technologies for Phase 2 waterproofing the exterior of Town Hall in the amount of $107, 089.92 Background Information: Since the construction of the Town Hall building in 1999 very little maintenance to the exterior of the building has taken place. In recent years, rain events of varying intensities and directions have caused water damage to interior ceilings and walls on all sides of the building. This is primarily due to crevices that have developed around the window frames and joints between the brick and masonry stones. Much of the original sealant and grout has hardened and is no longer an effective water barrier. The products available today are superior to those used in the original construction and should withstand exposure to the elements and provide greater flexibility and resistance to thermal expansion. During fiscal year 2011, all of the hand rails around the building were refurbished and painted. In addition, Phase one of a waterproofing project was just completed on the South elevation of the building to restore all the flexible sealants and to replace cracked and missing mortar on the masonry surface. The north and south granite steps were also refurbished as a part of that project. Phase two of the waterproofing project will address the same issues on the North elevation of the building. In order to complete this work, scaffolding may have to be set up on the north side of the building in order to reach many of the problem areas which need to be addressed. The contractor should be able to complete this phase of the project in approximately 150 man -days (4-5 weeks). We estimate that this project should be completed by November 18, 2011. Should weather or other unforeseen events prevent completion prior to the 18t", the contractor has agreed to suspend work and return after the holidays to complete the work. This agreement will address the entire north surface of the building at a cost of $107,089.92. It is proposed that funding for the east and west sides of the building be provided in the FY 2013 budget in order to complete the project. Photos and a more detailed description of the work are included in the proposal. The City of Southlake is eligible to award this project to Weatherproofing Technologies through the Texas Cooperative Purchasing Network (RFP# R4812). Financial Considerations: Funding for this project is available from the Facilities Infrastructure Maintenance Fund. Strategic Link: The award of this service contract links to the city strategy map relative to the focus area of Infrastructure. The specific corporate objective is investing to provide high quality public assets. Citizen Input/ Board Review: N/A Legal Review: None Alternatives: The City Council may approve or deny the agreement to provide waterproofing services for Town Hall. Supporting Documents: Proposal from Weatherproofing Technologies Staff Recommendation: Approve contract with Weatherproofing Technologies for Phase 2 waterproofing the exterior of Town Hall in the amount of $107, 089.92 Staff Contact: Robert H. The left side of the photo (west elevation) has not been cleaned and sealed. kk $ $ C) / / e I- 2 @ S G a 3 / cmW 00 0 0 2 \ \ CD0 0 _ // I m e m m c ~ g / . 0 / rL / D 3 0 e 2 % k 7 CD / 0 © O 2 2 { [ / r - $ \ G $ / 3 § ) « £ § 0 < { zLU § w ` I ƒ 0 w 2 ) % o & 0 \ / z § / IL w q S_ \ ) w / k { DE2 k § } It m = q / \ \ O L $ _ \ % § U g = 0 _ p .. w» n 0 q 6 u \ e O 2 / A U C* CL a 2 c / § .
