Agenda Item No. 1. Call to order
The meeting was called to order by Vic Awtry at 6:00 p.m.
Agenda Item No. 2. Approval of the minutes — April 12, 2011 SPIN Standing Committee
Meeting
Minutes were not approved due to lack of quorum.
Agenda Item No. 3._ Department of Public Safety Roundtable - Robert Finn, Police Chief, and
Mike Starr, Fire Chief - - • _,,,, _ ,
Robert Finn announced his retirement, and named Rusty Daniels as interim chief.
Ray Tremain asked about Town Square staffing and Robert Finn said 4 officers. Robert said
complaints about unruly teens are down. Mr. Tremain also asked about assaults statistics and
Rusty there has been no increase. Mr. Tremain also asked about DPS North tower and Chief
Finn replied that it is on hold
Barbara Schlauch asked about the "share the road" signs. Chief Finn said bikes are entitled to
the lane and only ticketed if they run a stop sign or commit a similar moving violation.
David Alexander asked about Safety Town and Mike Starr said it is on hold due to funding.

Agenda Item No. 5. City Manager's Report
Alison said the City`s Fitch credit rating was upgraded to AAA and Standard & Poor's
confirmed their AAA of the City.
David Baltimore said he told Pilar Schank that the SPIN candidate forum should have been
better highlighted on the website home page.
Agenda Item No. 6. SPIN Neighborhood Reports
SPIN 1:
SPIN 2: David Alexander conducted SPIN meeting on Dove property near Carroll Middle
School. Developer wanted to have 20 lots on 10 acres, and residents do not like that plan.
SPIN 3: not present
SPIN 4: Lou Hillman said Patterson Pond has a new fence going up in preparation for the
Kimball widening.
SPIN 5: Barbara Schlauch reported a gas rig located on the Westlake border. Her neighbors
were concerned about the plans to require RVs to be screened.
SPIN 6: not present
SPIN 7: Vic said he expects the oil and gas issue to resurface. His neighborhood does have
issues with the RV ordinance.
SPIN 8: not present
SPIN 9: Nothing to report.
SPIN 10: Michael Foreman said the Senior High School project is proposing to add some
parking. Residents are not in favor. Alison said original plan did go thru SPIN, but changes
did not.
SPIN 11: Monique Schill said 1709 traffic better since median finished, and now waiting for
planting.
