Call to order The meeting was called to order by Laura Hill at 6:16 p.m. Agenda Item No. 2. Presentation: New City E-mail Notification System (Pllar Schank) Storm news generating the most page views. Pilar looking to increase page views and add email blast. Agenda Item No. 3. City Manager's Report • Construction Project Updates. Jim Blagg provided attached handout Agenda Item No. 4. City Council Reports Jeff Wang recommended residents check DFW connector on lane closures next week. Lou Hillman said power lines on Kimball rd project should have been underground. Jim Blagg said it is not cost effective. Agenda Item No. 5. SPIN Neighborhood Reports Spin 2: David Alexander said wild pig damage is moving south to Dove. He is working with Animal control. Spin 3: Jan Francis said Bob Price having problems with Kirkwood connector and will meet directly with him. Randy Williamson said new construction under way. Spin 4: Lou Hillman said the changes around North Kimball near Gateway have created an area that is not desirable to home sales. Existing lots are mostly in foreclosure. Ken Baker as recommended we have a session similar to the Highland to 114 section plan. Spin 5: Wendi Carlucci saw some sewer work at large private residence on Peytonville. Pamela said residents can call non -emergency number to ask for a road to be sanded. Spin 6: Mike Terry's daughter wants to be the youth rep. Closing of Albertsons is an impact, and rumor is a Wal-Mart Neighborhood Market. New First Financial Bank with a pitched roof looking better than what was proposed. Spin 7: Vic Awtry pleased with communications. Oil and gas still hot topic in his area. Residents want it done right and not negative about delayed discussion. They want to know how it will be done. He has received questions about Toys R Us/babies R Us. Laura Hill said still under discussion. There was no SPIN meeting, and Vic does not think the developer was well prepared. Spin 8: Pattie Minder said Woodland heights people are concerned about road grade (incline too steep). Also concerned about Toys R Us and Kroger dividing property without contacting SPIN. Pattie spoke with them about this oversight. Football stadium lights still coming on at night and shining into people's homes. Pattie recommended that City Council comment cards be made electronic. Has not heard any comments about the proposed art. Jim Blagg said trees that will be removed with art installation will be replanted elsewhere in the city. Spin 10: Ron Evans saw ice storm problems with sidewalks as some were trying to use them while they were still icy. Spin 11: Monique Schill said median construction making travel very difficult. Watermere residents like walking her neighborhood and must cross Southlake Boulevard to do this. A pedestrian light is needed. Residents not in Carroll ISD would like to change this. XTO asking Keller for variances that will be 800 feet from Southlake homes. Senior: David Baltimore reminded group of bus dedication at Senior center. Tax preparation program started this month. Approval of the Minutes — January 11 2011 Regular SPIN Standing Committee Meetina A motion was made to approve the minutes with the following corrections: Lou Hillman asked that page 2 under Agenda item 3 change "Demand has changed since...." to "Dynamics have changed since..." Mike Terry asked page 2 Agenda item 4 change from "A motion was made to approve the map as presented" to "A motion was made to approve the current SPIN map as presented" Motion: Pattie Minder made a motion to approve with the above changes Second: David Baltimore Ayes: 12 Nays: 0 Approved: 12 to 0 Agenda Item No. 8. Administrative Comments •Upcoming SPIN Standing Committee Meetings. Alison provided handout. 'Handed out ballots due back February 25t" Agenda Item No. 9.
