Cali to order The meeting was called to order by Ron Evans at 6:04p.m. Agenda Item No. 2. A roval of the Minutes — October 12 2010 SPIN Standing Committee Meeting and November 9, 2010 Standing Committee Meeting A motion was made to approve the minutes as presented. Motion: Ray Tremain Second: Pattie Minder and Vic Awtry Ayes: 11 Nays: 0 Approved: 11-0 Agenda Item No. 3. Plannina and Development Services Roundtable Discussion Ken Baker opened the discussion for a question and answer session. Lou Hillman asked about property on North Kimball. Dynamics have changed since Gateway Church arrived. Lou is concerned that residential sales along this road are not desired. Traffic concerns and Kimball being widened are an issue. Ken said they conducted a "detailed sector plan" for the Rucker property plans and could take the request to council for a similar process for the North Kimball area if Lou has property owners that show interest. Wendi Carlucci asked about the Peytonville sidewalk plan. Ken said cost is very high due to surrounding development, needed right of way. A timeline has not been set. Wendi also asked about some directional boring under trees; Ken will find out what they are doing and ensure they are following tree preservation where possible. David Baltimore asked about oil and gas drilling by neighbor cities. Ken said they are in contact with them and notify Southlake residents. Drilling companies will have to enter into road repair agreements. We can't enforce our restrictions, but we do express our concerns, and there is talk of a formal process and agreement. Mike Terry asked about Randoll Mill. Phase 2 thru Southlake will not start till 2015. Ken said the 1709 median project is on track. Agenda Item No. 4. Review SPIN Neighborhood Map and make recommendations per requirements of Ordinance No. 598-E. A motion was made to approve the current SPIN Neighborhood Map as presented. Administrative Comments • Upcoming SPIN Meetings • SPIN Candidates Forum April 18th • SPIN Into Spring April 17t' . Wendi Carlucci asked for table volunteers. Neighborhood Reports Spin 7: Vic Awtry reported that the oil and gas discussion underway. Spin 4: Lou Hillman said Kimball construction is only the issue. Spin 5: Wendi attended a wildlife meeting and suggest we consider having this person speak. Spin 8: Pattie Minder said Kimball Hills road will go through. Two additions to Dawson being discussed and field lights should be pointed down. Texas Digestive property considered was not big enough so they are looking at other property. She is working with another medical building for the area as well. She spoke with Derrick City about school signs on all night and residents need to contact the schools if they are on all night. Spin 11: Monique Schill attended P&Z meeting in Keller for oil and gas drilling. That application was denied. 1709 construction is creating bad traffic congestion. Spin 3: Randy Williamson said Dove and White Chapel roundabout complete and looks great. Spin 9: Ray Tremain had nothing to report. Senior: David Baltimore said Feb 15t' will be dedication of the new bus at the Senior center. Spin 6: Mike Terry thinks 1709 median changes will add safety. He said dog owners at dog park would like some lighting. Spin 10: Ron Evans said they are having some wildlife issues in his neighborhood Spin 2: David Alexander had nothing to report. Agenda Item No. 8. Future Agenda items for Consideration Ron Evans - Connecting Perennial Garden Society to garden tour. Wendi Carlucci suggested the wildlife speaker she recently saw. She will provide the contact information to Alison. Agenda Item No. 9. Adjourn A motion was made to adjourn the meeting at 7:51 p.m. An audio recording of this meeting will be permanently retained in the City Manager's Office.
