MINUTES
COUNCILMEMBERS PRESENT: Mayor Rick Stacy; Mayor Pro Tem W. Ralph Evans;
Deputy Mayor Pro Tem David Harris. Members: Scott Martin, Gary Fawks, and Pamela Muller.
COUNCILMEMBER ABSENT: Wayne Moffat.
STAFF PRESENT: Curtis Hawk, City Manager; Shana Yelverton, Assistant City Manager;
Darcey Imm, Assistant to the City Manager; Kevin Hugman, Manager of Community Services;
Tracy Southers, Public Information Officer; Bob Whitehead, Director of Public Works; Betsy
Elam, City Attorney; and, Sandra L. LeGrand.
INVOCATION: Mayor Pro Tem W. Ralph Evans.
The Special City Council meeting was called to order by Mayor Rick Stacy at 6:00 p.m. Mayor
Stacy announced the purpose of the Special meeting is to hear the Second Public Hearing
regarding the annexation of territory generally described as an area comprising approximately 480
acres abutting State Highway 114, known as "Solana" and an area comprising approximately 27
acres abutting that property to the City of Southlake, Texas.
Agenda item #2, Public Hearing
Mayor Stacy opened the public hearing.
PUBLIC HEARING:
Allen Heath, 5944 Stagecoach Circle, Westlake. Mr. Heath asked the City Council to hold off
taking any action on the annexation of Solana until all issues are resolved. He stated he wants
what is right for citizens of the whole area. He added, there are things happening in Westlake that
are not right. Mr. Heath expressed that if it turns out that Westlake is not there, then Southlake
can go forward with the annexation.
Public Hearing Closed.
Councilmember Pamela Muller commented that the action tonight is in response
to a request from McGuire /Thomas. If Council finds out differently with regard
to the issues, the property will go back to Westlake. Ms. Muller said, " we are

moving forward at the request of the owners of Solana."

Motion was made to adjourn the meeting at 6:10 p.m.
