MINUTES
COUNCILMEMBERS PRESENT: Mayor Rick Stacy; Deputy Mayor Pro Tem, David Harris.
Members: Pamela Muller, Gary Fawks, Scott Martin and Wayne Moffat.
COUNCILMEMBER ABSENT: Mayor Pro Tem W. Ralph Evans.
STAFF PRESENT: Curtis Hawk, City Manager; and, Sandra L. LeGrand, City Secretary.
INVOCATION: Deputy Mayor Pro Tem David Harris.
The Special City Council meeting was called to order at 6:05 p.m. by Mayor Rick Stacy, who
announced the purpose of the meeting is to conduct the First Public Hearing regarding the
annexation of territory generally described as an area comprising approximately 480 acres abutting
State Highway 114, known as "Solana" and an area comprising approximately 27 acres abutting
that property to the City of Southlake, Texas.

Mayor Stacy opened the public hearing.
PUBLIC HEARING:
Scott Bradley, 2275 Precinct Line Road, Westlake. Mr. Bradley stated he is the Mayor of
Westlake and that he is present to speak in opposition to the annexation of Solana Complex by th e
City of Southlake and would like to urge Council to reconsider the two letters that were
previously delivered. He asked for Council agreement that he wouldn't have to go through that
again.
Mayor Stacy stated that Mr. Bradley does not have any agreement with the City
of Southlake, so he should say whatever he would like to say.
Mr. Bradley stated he previously delivered two letters to the City of Southlake which set forth
legal reasons that the annexation would not be valid, but in addition to that he stated, the property
Southlake seeks to annex is never been lawfully disannexed from the Town of Westlake. Mr.
Bradley said, "here is a fatal flaw in the purported action that would have disannexed Solana. The
first is the lawfull Mayor of the Town of Westlake never gave his consent, which is a requirement
of the Texas Statutes under which the purported disannexation occurred. Secondly, the supposed
disannexation occurred on May 8, 1997, at a time when a new Board of Alderman had actually
been sworn to sit, and were not permitted to sit in the initial part of the meeting, but subsequently
did sit in the second part of the meeting and undid everything the unlawful aldermen purported
to do. That subsequently by several actions, has been r atified in addition, just to boot - strap -it as
Mayor." He stated he has filed a veto of the ordinance that purported to disannex Solana. Th ere
are other legal reasons that he stated he would not go into at that time. Mr. Bradley said that he
believes the attempted action that Southlake Council was taking tonight, would be nullified and
he respectfully requested the action not be taken.
