annexing territory generally described as an area comprising approximately 480
acres abutting State Highway 114, known as "Solana," and an area comprising

extending the boundary limits of said city so as to include said territory within said

The City Council may consider the appointment, evaluation, reassignment, duties, discipline, or
dismissal of public officers or employees, including the City Manager, City Secretary, City
