Item 8ACITY OF SOUTH LADE MEMORANDUM September 6, 2011 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 11 -042, appoint members to the Building Board of Appeals, Joint Utilization Committee, Library Board, Parks and Recreation Board, Southlake Arts Council, Southlake Parks Development Corporation, Southlake Program for the Involvement of Neighborhoods, and Zoning Board of Adjustment. Action Requested: Appoint members to various boards, commissions and committees. Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two -year term, unless indicated otherwise. With the exception of Southlake Business Council, appointed members shall be citizens of Southlake. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. The City Secretary's Office sent an e -mail to existing board members to determine if they are interested in being reappointed to their respective board or if they have an interest to be considered for another board, commission or committee. Members were asked to respond no later than Tuesday, June 14. On June 21, City Council made their annual appointments to the various boards, commission and committees. A copy of the resolution outlining the appointments is enclosed. Appointments to the Joint Utilization Committee, Southlake Arts Council and Southlake Program for the Involvement of Neighborhoods (S.P.I.N.) were specifically deferred to a future meeting to allow sufficient time to recruit prospective applicants. In addition to these appointments, we have a cumulative total of six vacancies on the Board of Appeals (2), Library Board (1), Parks and Recreation Board (1), Southlake Parks Development Corporation (1) and Zoning Board of Adjustment (1). A call for volunteers was placed on the city's website and MySouthlakeNews.com. While the city did not receive an abundance of applications from the public; we received a handful of citizens interested in serving as a volunteer. At the June Retreat (June 27 -28, 2011), staff provided Council with an update on the progress related to Council's direction from the Winter Retreat related to Boards and Commissions. On June 27, 2011, staff presented the following documents for Council's discussion: • Board and commission management plan • Orientation curriculum • Orientation handbook (sample) • Code of conduct and policy manual • Job descriptions The new procedure to recruit and process board and commission applications will be implemented in 2012. On August 30, 2011, Council interviewed citizens that submitted an application to the City Secretary's Office. Interviews were conducted for those boards and commissions that have vacancies or terms that expired May 2011. RESOLUTION NO. 11 -042 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO VARIOUS POSITIONS ON THE BUILDING BOARD OF APPEALS, JOINT UTILIZATION COMMITTEE, LIBRARY BOARD, PARKS AND RECREATION BOARD, SOUTHLAKE ARTS COUNCIL, SOUTHLAKE PARKS DEVELOPMENT CORPORATION, ZONING BOARD OF ADJUSTMENT, AND SOUTHLAKE PROGRAM FOR THE INVOLVEMENT OF NEIGHBORHOODS (S.P.I.N.) AND PROVIDING AN EFFECTIVE DATE. Whereas, the City Council annually appoints members of the public to various boards, commissions and committees to serve a two -year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake, unless appointed to serve on the Southlake Business Council; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, Council made most of their appointments on June 21, 2011 and delayed certain appointments to a future date; and, Whereas, Council conducted interviews for the various openings; now, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The Board is comprised of five voting members and two alternate members. The alternate members shall serve in the absence of one or more regular members. Southlake Parks Development Corporation - purpose and object is to administer the City's SPDC half -cent sales tax and apply it toward capital projects related to City parks. The Council is comprised of seven regular members and up to three alternates, who shall serve in the absence of a regular member. The City Council may also appoint ex- officio members to serve as nonvoting advisors (ex: design architect, design engineer or the City's project manager) to the Arts Council who are not required to be citizens of the City.
