Item 6C (2)SOUTHLAKE Request Summary Applicant: Gateway Church Location: 700 Blessed Way Request: Approval of a specific use permit for a mass gathering at their annual Fall Festival. Request is for perpetuity unless the scope of the event changes or the Zoning Administrator determines a renewal is necessary. Gateway Church is requesting approval of a specific use permit for a mass gathering at their Fall Festival. The 2011 festival will be at the new Gateway facility in Southlake. This will be the ninth year that Gateway has held this event. Until now, it has been successfully held at Dragon Stadium. Gateway Church is requesting to have the SUP for this event approved indefinitely unless the scope of the event changes or the zoning administrator determines a renewal is necessary. The event is reviewed by staff annually to ensure scope is in line with the approved SUP; roadways, traffic, and security issues are addressed; fire lanes and hydrants remain accessible; and, tents and generators are inspected /permitted. Sections A through E will be open for parking. Parking lot attendants will be present to direct traffic in the same manner that they do for Gateway's weekend services. A P di m v VA � E r y Q� r- r P Here is an aerial view of the property showing the proposed festival boundary, parking lot areas, and pedestrian traffic route. Off duty police officers will be contracted to control traffic in the same manner that they do for Gateway's weekend services. Officers will place cones on the 114 access drive at both Grace Lane and Blessed Way. This will allow traffic to enter the access drive unimpeded as they exit Gateway's site. As well there will be two officers stationed at Kirkwood and Kimball to regulate traffic flow; and four officers to man the traffic lights on Carroll Ave on either side of 114. o a A 2011 Event Details • Date of Event: Tuesday, October 25, 2011 • Hours of Operation: 6 — 9 p.m. • Estimated Attendance: 10,000 (estimating 3,300 per hour) • Lighting: Parking lot lighting plus approx. 10 light towers • Parking: Church lots A -E plus off -site parking at Gateway property located at 2121 Southlake Blvd. (2,384 sp total) - shuttle service will be provided • Traffic /Security: Gateway safety staff, parking attendants and off -duty police officers • Trash Disposal: Trash cans located throughout event area and will be taken care of throughout the evening • Entertainment: Games, rides, petting zoo, food vendors, inflatables, bounce houses, etc. The event anticipates an overall attendance of approximately 10,000 people. Families typically come and go throughout the three -hour timeframe. The lighting will be provided by existing parking lot lights plus approximately 10 light towers. There will be ample on -site and off -site parking available with shuttle service from the Gateway property located at 2121 Southlake Blvd. Traffic control and security will be handled by gateway safety staff, parking attendants and off -duty police officers. There will be numerous licensed vendors providing activities and food. All vendors will be responsible for obtaining all required county and city inspections /permits.
