SUMMARY: Gateway Church is requesting approval of a specific use permit for a mass gathering
at their Fall Festival. The 2011 festival will be at the new Gateway facility in Southlake.
This will be the ninth year that Gateway has held this event. Until now, it has been
successfully held at Dragon Stadium. Gateway Church is requesting to have the SUP
for this event approved indefinitely unless the scope of the event changes.
REQUEST: The 2011 Fall Festival is planned to be held on October 25, 2011 from 6 p.m. to 9 p.m.
in parking lot "F" of Gateway Church located at 700 Blessed Way, as shown on the site
plan in Attachment `C' of this report. In addition to regular parking lot lighting, they are
renting approximately ten light towers to provide adequate lighting in the event area.
Barricades will block traffic from any and all pedestrian areas, however, all areas will
be accessible to fire and emergency vehicles if necessary. There will be approximately
ten security officers to help with crowd control, as well as, Gateway's own in -house
safety team. Additionally, police officers will be hired to help with traffic control in and
out of the grounds and at adjacent major intersections, in the same manner that they
do during weekend church services.
The event anticipates an overall attendance of approximately 10,000 people. Families
typically come and go throughout the three -hour timeframe. There will be ample on -site
and off -site parking available with shuttle service from the Gateway property located at
2121 Southlake Blvd. There will be numerous licensed vendors providing activities and
food. All vendors will be responsible for obtaining all required county and city
inspections /permits. The restroom facilities of the church will be open for use at the
event.

HISTORY: This will be the first Fall Festival Event to be held on the new Gateway Church
campus. The event was approved on the E. Southlake Boulevard campus
under Case ZA05 -116 on the October 18, 2005 and was held on October 27,
2005;
The event was approved and held at the Dragon Stadium as follows:
June 20, 2006; City Council approved a Specific Use Permit (ZA06 -081) for
the same event, which was held on October 31, 2006.
August 7, 2007; City Council approved a Specific Use Permit (ZA07 -045) for
the same event, which was held on October 30, 2007.
July 1, 2008; City Council approved a Specific Use Permit (ZA08 -035) for the
same event for a period of 3 years (2008- 2010).
CITIZEN INPUT: The SPIN representative, after hearing the description of the event; that it has
been held at Dragon Stadium for several years; and, that there will be no
excessive noise in relation to the residences, determined a SPIN meeting was
not warranted.
P &Z ACTION: August 18, 2011; Approved (6 -1) in perpetuity unless city staff feels changes
are appropriate to bring back for approval, and subject to the staff report dated
August 12, 2011.
STAFF COMMENTS: The City Council shall consider the following in determining whether to grant a
Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended:
1. whether there is convenient and safe access for the ingress and egress of
pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure safety to
all members of the traveling public, including pedestrians, along all public
roadways in the proximity of the mass gathering and /or along which the
public is likely to travel to reach the mass gathering areas shall be
provided;
3. whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary facilities,
and appurtenant equipment;

4. whether sufficient illumination will be provided at night to protect the safety
of the persons assembled;
5. whether adequate parking areas, including disabled persons' parking
spaces, shall be provided for persons arriving by vehicular means. If the
promoter proposes to utilize temporary off -site parking, then the promoter
the mass gathering event the off -site temporary parking area will not be
utilized for purposes other than the mass gathering event; and
6. whether adequate provisions have been made for food supply, medical
assistance, garbage disposal, water supply, parking, sanitation and toilet
facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the nature
of the proposed event and traffic, health and safety issues according to
Ordinance 480, Section 45.14.a, as amended.
The applicant understands that an annual review of their festival plan will need
the following city staff approvals:
• Scope of the event - Planning Department
• Public roadways, traffic direction contracts, security issues — Police
Department
• Fire lane and hydrants accessibility - Fire Department
• Tents and generators will require permits /inspections - Building
Inspections /Fire Department

The 2011 Gateway Fall Festival will be at the new Gateway facility at 700 Blessed Way in Southlake. This will
be the ninth year that Gateway has held this event. Until now it has taken place at the Dragon Stadium.
Gateway is requesting to have the SUP for this event approved indefinitely as the event will not change in
scope from year to year.
There were approximately 9,000 in attendance last year at the stadium. We anticipate a crowd of 10,000 this
year. There will be an admission fee (ages 3 and up) to help cover costs. Children five and under will have
games especially for their age. There will be access to the restrooms in the church's building. There will be a
central location for a nurse for first aid, information and lost and found with signs to that effect.
The parking lot (section F) will contain tents in two sections measuring 10' and 15' wide with a total length of
400' to be erected by Live Wire Special Events. There will be games inside the tents, including agility and skill
games. There will also be several games/booths spread over the parking lot, including face painting and toss
games.
We will have many inflatable's, rentals and activities, including swing rides, bounce houses, a trackless train,
laser maze, obstacle courses, a bungee run, giant slides, a petting zoo and a pony ride, just to name a few. The
majority of the rentals will be run and supervised by vendors licensed with the City. Each company will
provide sufficient power (generators) for each rented item.
We will have cotton candy and popcorn available free of charge. Pizza, BBQ, Chick -fil -A, soft drinks and
bottled water will be available for purchase from Cici's Pizza, Dickey's BBQ and Chick- fil -A. Each vendor is
responsible for obtaining the appropriate permits from the City.

Parking Narrative
The following document details the manner in which vehicle traffic, pedestrian traffic and parking will be
handled.
• The event will be open from 6pm to 9pm.
• As in years past Gateway expects attendees to come and go throughout the evening. The
expected attendance per hour (including staff) is 3300. At current guest to parking spot ratio
that will require 1100 spots.
• Offsite parking will be available for staff, volunteers and guests at Gateway's property at 2121
Southlake Blvd (807 parking spaces). Shuttles will be provided to ferry them back and forth.
• There will be 1,584 parking spaces available at the site of the event. (Previously when the event
was held at Dragon Stadium there were 1533 spaces available).
• With onsite and offsite parking there will be 2,384 total spaces available.
• The event will take place in section F which is highlighted in orange on document A.
• Barrier free parking spots available will exceed code minimum.
• Because this is a family event the expected ratio of one spot for three people will likely be
higher (one spot for four or possibly five people).
• Parking lot attendants will be present to direct traffic in the same manner that they do for
Gateways weekend services (averaging 10,000 in attendance).
• Off duty police officers will be contracted to control traffic in the same manner that they do for
Gateway's weekend services. The officers will place cones on the 114 access drive at both Grace
Lane and Blessed Way. This will allow traffic to enter the access drive unimpeded as they exit
Gateway's site. As well there will be two officers stationed at Kirkwood and Kimball to regulate
traffic flow. And finally there will be four officers to man the traffic lights on Carroll Ave on
either side of 114.
• The traffic lane between section F and section E (highlighted in yellow on diagram A) will be
blocked off to allow for pedestrian traffic.

EVENT FOR THE GATEWAY CHURCH FALL FESTIVAL ON PROPERTY
WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 700 BLESSED
WAY, BEING LEGALLY DESCRIBED AS LOT 1, BLOCK 1, GATEWAY
CHURCH -114 CAMPUS, MORE FULLY AND COMPLETELY DESCRIBED IN
EXHIBIT "A ", AND AS DEPICTED ON THE APPROVED SITE PLAN
ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event for the Gateway Church Fall Festival
has been requested by a person or corporation having a proprietary interest in the property zoned as "NR-
PUD" Non - Residential Planned Unit Development District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (36) & 45.14 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for the Gateway Church Fall
Festival on the property located at 700 Blessed Way, being legally described as Lot 1, Block 1, Gateway
Church -114 Campus, an addition to the City of Southlake, Tarrant County, Texas, according to the plat
recorded on January 8, 2010, as D210005156, Plat Records, Tarrant County, Texas, more fully and
completely described in Exhibit "A ", and as depicted on the approved Site Plan attached hereto and
incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and
special conditions shall be applicable to the granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
