Item 4ECITY OF SOUTHLAKE MEMORANDUM August 16, 2011 To: Shana Yelverton, City Manager From: Alicia Richardson, City Secretary Subject: Resolution No. 11 -040, Appointment of Planning and Zoning Commissioners to the Southlake 2030 Mobility Plan and Southlake 2030 Water, Wastewater, and Stormwater Master Plan Committee. Action Requested: Consider appointing members to the following Southlake 2030 Plan element committees: • Mobility Plan Committee • Water, Wastewater and Stormwater Plan Committee Background Information: The development of the Comprehensive Plan (Southlake 2030 Plan) will be the result of a dynamic planning process and will require the input of various boards and commissions to oversee this process. More specifically, the role of the Southlake 2030 Plan Committee is as follows: • Oversee and guide the development of the Southlake 2030 Plan process; • Develop vision, goals, objectives, & plan elements based on information received and community input; • Analyze community input & deliberate policy alternatives as they relate to land use, mobility , economy, parks and recreation, open space, community facilities, water, sewer and stormwater and sustainability. • Make recommendations concerning the development and implementation of the Southlake 2030 Plan to the City Council. Below is a brief scope of the Mobility Plan and Water, Sewer and Stormwater Plan. Also provide is a current listing of the members serving on each committee. Mobility Plan Scope: Review the Master Thoroughfare Plan. Combine the Trails Master Plan, Sidewalk and Bicycle Plan into a single document. Update the Safe Routes to School Plan. The current members on the Mobility Plan are as follows: •Planning & Zoning Commission (All) •City Council Members: Pamela A. Muller and Jeff Wang •Parks and Recreation Board Member: John Slocum •Carroll Independent School District Representative: Reed Ballew •Ex- Officio: Mayor John Terrell Water, Wastewater and Stormwater Plan Scope: Develop a Water and Sewer and Waste Water Master Plan. The current members on the Water, Wastewater and Stormwater Plan are as follows: •Planning & Zoning Commission (All) •City Council Members: Martin Schelling and Al Zito •Ex- Officio: Mayor John Terrell In light of the two plans being developed concurrently; the Planning and Zoning Commission have selected the following commissioners to serve on the Mobility and Water, Wastewater, and Stormwater Plans. Southlake 2030 Mobility Plan Committee — Chairman Faglie and Commissioners Hamel, Parrish and Williamson Southlake 2030 Water, Wastewater, and Stormwater Master Plan Committee - Chairman Faglie, Vice Chairman Hudson, and Commissioners Springer and Forman Financial Considerations: None. Strategic Link: The Southlake 2030 Plan is liked to all strategic areas. Citizen Input/ Board Review: Not applicable. Legal Review: Not applicable. RESOLUTION NO. 11 -040 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO THE VARIOUS SOUTHLAKE 2030 PLAN ELEMENT COMMITTEES WHEREAS, a Home Rule Charter of the City of Southlake, Texas, was approved by the voters in a duly called Charter election on April 4, 1987; and, WHEREAS, the Home Rule Charter, Chapter XI requires an update to the City's comprehensive plan (Southlake 2030 Plan) every four years; and, WHEREAS, the City Council has determined that the Southlake 2030 Plan will consist of the following elements: 1) Vision, Goals & Objectives Committee; 2) Area Plans & Land Use Plan; 3) Economic Plan; 4) Mobility Plan; 5) Parks, Recreation and Open Space Plan; 6) Community Plan; 7) Water, Wastewater and Stormwater Plan; 8) Sustainability Plan Committee; 9) Youth Plan Committee; 10) Wayfinding Committee; and, 11) Arts Master Plan Committee; and, WHEREAS, the City Council has determined that the various Southlake 2030 elements will be developed by committees appointed by City Council; and, WHEREAS, these committees will develop plan elements that will be presented to City Council after a recommendation from the Planning and Zoning Commission for consideration. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. Southlake 2030 Plan Element Committees are hereby established. Section 2. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 3. The City Council hereby appoints the following Planning and Zoning Commissioners to the various Southlake 2030 Plan Committees: JIG1oil Ma151i Darrell Faglie James Hamel D. This resolution shall become effective after its passage and approval by the City Council. PASSED AND APPROVED THIS THE 16 DAY OF AUGUST 2011.
