Information:
Approve the purchase of right of way and easements for Woodland
Heights Connector from the property at 205 Westwood Drive
The City is currently acquiring right of way necessary for the
construction of the Woodland Heights connector project. The
property located at 205 Westwood Drive is owned by Jonathan
Minder. The property appraisals valued the right of way and slope
easement for the property. The offer to the property owner was
made for the right of way and easement based upon said
appraisals.
The right of way and easement areas are necessary to
accommodate additional travel lanes and a pedestrian sidewalk
that are included in the connector project.

The City plans to construct an 8 -ft high masonry column /double
sided wood fence along the north property line of 205 Westwood.
If the property owner is interested in paying for 50% of the cost
difference between a full masonry wall and the masonry
column /wood fence, the City could construct the full masonry wall
with the project.
The City has agreed to waive the permitting fees associated with
the sanitary sewer connection.
The City has agreed to waive the fees associated with rezoning
and replatting for a period of 365 days of closing on the property.
The offer of $110,715.00 is within the previously authorized City
Council variance of the appraised value for the right of way and
slope easement.
Financial
Considerations: Funding for the right of way and easement purchase is available in
the FY 2011 capital improvement program budget.
Strategic Link: The Woodland Heights Connector project links to the city's
strategy map relative to the focus areas of Mobility, Infrastructure,
and Performance Management and Service Delivery. The specific
corporate objectives that are met by this construction project
include: Providing travel convenience within city and region;
Providing high quality customer service; and Investing to provide
and maintain high quality public assets.
