SUBJECT: Item 4 — Revisions to Article IV of the Southlake City Code (Ordinance 880 -
A) — Gas and Oil Well Drilling and Production
Action
Requested: Conduct a City Council work session to review and discuss changes to
Article IV (Ordinance 880 -A) of the Southlake City Code - Gas and Oil
Well Drilling and Production based on City Council direction from the work
session held August 16, 2011.
Background
Information: August 16, 2011; City Council reviewed, discussed and made additional
changes to the proposed ordinance revisions.
August 2, 2011; City Council reviewed, discussed and made additional
changes to the proposed ordinance revisions.
June 21, 2011; City Council voted to extend the previous moratorium on
the acceptance of applications for gas drilling and production an additional
120 days to November 14, 2011. The City Council also agreed to the Gas
and Oil Drilling Ordinance meeting schedule; the schedule is below:

- August 16
- August 30 (if needed)
• Potential City Council 1 St Reading
— October 4 th
• Potential City Council 2 nd Reading
— October 18
Basis for the initial proposed changes to the ordinance included the
following:
1) Incorporation of conditions from recent gas drilling and
production specific use permit (SUP) cases;

Recommendation: Conduct a work session to review the proposed changes to the ordinance.
Provide direction to staff on any additional changes to be made to the
ordinance. If necessary, schedule a follow -up work session date on this
item.
Please note that City Council will discuss setback related items at its
September 6, 2011 meeting.
