Subject: Resolution No. 11 -035, appoint members to the Building Board of
Appeals, Joint Utilization Committee, Library Board, Parks and
Recreation Board, Planning and Zoning Commission, Senior
Advisory Commission, Southlake Arts Council, Southlake Business
Council, Southlake Parks Development Corporation, Southlake
Program for the Involvement of Neighborhoods, Teen Court
Advisory Board, and Zoning Board of Adjustment.
Action
Requested: Appoint members to various boards, commissions and committees.
Background
Information:
Each year, the City Council appoints members of the public to various boards, commissions and
committees. Each member is appointed for a two -year term, unless indicated otherwise. With the
exception of Southlake Business Council, appointed members shall be citizens of Southlake.
Members of the public indicate their interest to volunteer by submitting a completed application to the
City Secretary's Office. Applications are available on the City's website and from the City Secretary's
Office.
The City Secretary's Office sent an e -mail to existing board members to determine if they are
interested in being reappointed to their respective board or if they have an interest to be considered
for another board, commission or committee. Members were asked to respond no later than Tuesday,
June 14.
COUNCIL APPOINTED BOARDS, COMMISSION AND COMMITTEES —
Board of Appeals - conducts hearings for appeals of the decisions made by the Building Official as it
relates to interpretation of the various building codes, appeals regarding veto of a contractor's
registration, and confirmation of substandard buildings prior to demolition.
The Board is comprised of five voting members and two alternate members. The alternate members
shall serve in the absence of one or more regular members. An alternate member only has voting
privileges when sitting in for an absent member. (Reference - ordinance No. 622)

Joint Utilization Committee – responsible for exploring opportunities and methodologies of entering
into joint use projects between the City and Carroll ISD.

Please note that Ordinance No. 646 -B states the membership for the Parks and Recreation Board
shall consist of seven members. City Ordinance prevails over the Parks and Recreation Board
Bylaws. Staff will come forward at a future meeting with Bylaw revisions.
Planning and Zoning Commission — act as an advisory board to the Council in matters designated
by ordinance and state law. Except for matters relating to city parks, which are delegated by the
Council to the Parks and Recreation Board. The Commission shall advise the Council on matters
relating to zoning, public improvements, civic improvements, city planning, opening, widening and
changing of streets, routing of public utilities, controlling and regulating traffic upon the public streets
and ways of the City and such other matters relating to City improvements as the Commission and
the Council may deem beneficial to the City.
The Commission is comprised of seven members. If a member fails to attend two (2) consecutive
regular meetings without being excused by Council, said member shall forfeit their office.

Bylaws conflict with City Ordinance
Senior Advisory Commission - advises the City Council on issues important to Southlake's senior
citizen population, including programs at and operation of the Senior Activity Center.
The Commission is comprised of seven members and two alternates, who must be at least 55 years
of age. Alternate members are appointed for a term of one year from the date of appointment, and
shall not be entitled to vote unless they are sitting in for an absent member. An exception may be
made at the discretion of City Council to appoint no more than two members under the age of 55,
who have either education and /or experience which is deemed to be beneficial to the senior advisory
commission.
The Commission has the authority to move alternate members to full member status as need arises.
Council shall appoint members to fulfill vacancies when the number of regular and alternate members
falls below seven.
The City Council may remove a member or alternate member and appoint a replacement when a
member has unexcused absences from three (3) consecutive regular meetings. (Reference Ordinance No.

Southlake Arts Council - serves as an advisory board to the City Council on all matters relating to
public art including visual art and performing art programs and facilities, the use of city funds for art
projects and facilities, and the creation of a performing arts facility.
The Council is comprised of seven regular members and up to three alternates, who shall serve in
the absence of a regular member. The City Council may also appoint ex- officio members to serve as
nonvoting advisors (ex: design architect, design engineer or the City's project manager) to the Arts

Southlake Business Council – an advisory committee that provides assistance to the City Council
and City staff by providing a more available form of business participation in the affairs of the City and
to create a forum for business -to- business and business -to -City communication.
The Council is comprised of approximately 15 business "seats" representing diverse business
constituencies in the City, all of which shall be voting members. Said members shall be employees of
businesses that conduct business within the corporate limits of the City during the term of office for
which the business representative is appointed.
The membership shall also include ex- officio members — Mayor; Southlake Chamber of Commerce
President; Southlake Chamber of Commerce Chair of the Board; representative from City Manager's
Office; representative from Carroll ISD; rotating representatives from Keller ISD, Northwest ISD and
Grapevine - Colleyville ISD; a Mayor's Advisory Committee member and the Director of Economic
