PROJECT: Plat Revision for Lots 4R1, 4R2, 4R3 and 4X, Block 1, Watermere at Southlake
EXECUTIVE
SUMMARY: Southlake Watermark Holdings is requesting approval of a Plat Revision for Lots 4R1,
4R2, 4R3 and 4X, Block 1, Watermere at Southlake Addition on 21.16 located at 301
Watermere Drive. SPIN # 11.
REQUEST DETAILS: The Plat Revision proposes to subdivide the existing Lot 4, Block 1 into four lots for
financing and legal purposes. Lot 4R1 would be developed with the "North Tower"
building, proposed for a mix of assisted living, independent living and nursing care
units under Case ZA11 -017. The proposed boundary for Lot 4R2 would encompass
the existing Watermere Clubhouse and four -story condominium building, as well as the
"East Village" residential units, also being revised under Case ZA11 -017. Lot 4R3 on
the far south side is proposed to be created to separate the "R -PUD" zoning boundary
from the "S -P -2" zoning. Finally, the proposed Lot 4X would be a dedicated open
space lot. This area is already developed with a retention pond, landscaping and
some pedestrian amenities.

VARIANCE
REQUEST: A variance to Section 8.01(A) of Subdivision Ordinance No. 483 — requiring that
"every lot shall abut on a public street or a private street"—has been requested for
Lot 4R3, Block 1, Watermere at Southlake Addition (see enclosed letter).

Variance Request To Allow Lot 4113, Block 1 to be Platted Without Public Street Frontage

Dear Mr. Comstock:
Per our telephone conversation on Monday, May 16, 2011, it is our understanding that City staff is
requesting Lot 4R2, Block 1 to be further subdivided into two lots due to the fact that the City does not
technically allow dual -lot (or split -lot) zoning within a single platted lot. In our case, the current zoning
on the northern portion of Lot 4112, Block 1(i.e. 15.36 acres) is S -P -2 and the southern portion of Lot
4132, Block 1 (i.e. 1.72 acres) is zoned R -PUD.
Attached with this letter is an updated Plat Revision that subdivides Lot 4112, Block 1 into two lots as
follows and requested by City staff: (1) Lot 4112, Block 1 is now 15.36 acres and is currently zoned S -P -2
and (2) Lot 4113, Block 1 is 1.72 acres as is currently zoned R -PUD. This updated Plat Revision will
eliminate the dual -lot (or split -lot) zoning identified by City staff, however, it is important to note that
Lot 4R3, Block 1 does not have frontage along a public street so we are requesting the City to grant a
variance from this requirement. Access to Lot 4133, Block 1 will be provided by a 25' Common Access
Easement across Lot 4R2, 'Block 1 from Watermere Drive (an existing public street). The 25' Common
Access Easement follows the general alignment of the fire lane that is currently in place within Lot 4142,
Block 1 of Watermere at Southlake.

1. Verify all easements are consistent with engineering plans for the development.
A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor /Collector's Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor /Collector's
office at (817) 884 -1103.
We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations may
be required on the following lots pending review of construction plans: Block , Lots
Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.
Original signatures and seals will be required on two blackline mylars prior to filing the plat. Mylars will
not be accepted if any erasures or original ink, other than signatures or seals, appear on the plat.
A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off -site sewer extensions, off -site drainage and utility easements and impact fees.
