The City of Southlake is proposing revisions to the Landscape Ordinance No. 544-A
to include the following revisions:

Requirement for bubbler or similar low-spray emission devices on separate
zone for all new trees, with few exceptions;
®
Compliance with the Texas Commission on Environmental Quality (TCEQ);
®
Compliance with applicable City Plumbing Code as it relates to irrigation;
®
and, new definitions added that relate to proposed revisions.
QUESTIONS & DISCUSSION
QUESTION: Who does this ordinance apply to? Does the statement under Section
3.1 apply to the whole document?
RESPONSE: Yes. The requirements of this ordinance apply to all new non-
residential construction and multi-family construction other than
duplex uses. One exception may be if a residential development had
certain bufferyard requirements.
QUESTION: Homeowners?
RESPONSE: Commercial development and where residential bufferyards are
required is the intention, not individual homeowners. We will confirm
that with the city attorney.
COMMENT: Section 6.1 also makes a reference to acreage and requirements
regarding qualified plans.
RESPONSE: That is not intended for residential single lots.
QUESTION: ?
RESPONSE: If the area is a required landscape area or buffer. Again, I would need
legal confirmation.
QUESTION: Do bubblers help with run-off?
RESPONSE: Yes, they have a lower emission rate and concentrate on one area.
QUESTION: Are there bubblers in the medians?
RESPONSE: Yes, as well as drip irrigation.

RESPONSE: The updated term adds clarification for the developer.
QUESTION: Who determines tree size or if more than one may be required?
RESPONSE: The developer is required to provide a tree plan. The city landscape
administrator reviews the plan and may determine a waiver if
applicable.
