My name is Jeff Meisner and I have been a resident of Southlake and Stone Lakes for the last 17
years. I want to share with you a discussion that I had with my youngest daughter Kelly regarding the
issue above currently before the Southlake City Council. Kelly is a Junior at Carroll Senior High and
she couldn't understand why I would be opposed to adding a road on the east side of the pool facility
and tennis courts to connect to 20 additional parking spaces at the Senior High School.
told her that I wasn't opposed to adding more spaces, but rather it was the location of these spaces
and the connecting road that I was against, as it would affect our fellow Stone Lakes' neighbors' quiet
enjoyment of their property. Kelly's response was "why should we care, it won't affect us" and even
though she may be right I asked her to take a moment and put herself in the position of the people
whose homes are adjacent to the Senior High School. Although this may be difficult for a 16 -year old

to do, I'm asking each of you on the City Council to reflect on how you would feel if you lived in these
homes.
How would you feel it the current greenbelt area between your property and Carroll Senior High got
taken out and replaced by a paved road? How would you feel if you had purchased a home in Stone
Lakes secure in the knowledge that CISD had made a prior agreement to maintain a 50 -foot
greenbelt between. the Senior High and Stone Lakes, only to find out that some people were now
trying to break this agreement and break this bond of trust? My daughter knows that in our
household there is no gray area when it comes to honesty and integrity – you are either someone
who does the right thing or you are not. I told Kelly that I feel strongly about holding people
accountable for the promises that were made in the past and I will oppose anyone who doesn't honor
their commitments. The undeniable fact is that CISD promised not to build anything within 50 -feet of
the Stone Lakes property line and now they are trying to break their previous commitment,
What kind of a message will the Southlake City Council members send to my daughter tonight? Do
you agree with me that honesty and integrity should never be compromised, or that it's ok to break
your prior commitments?
Mr. Terrell, you may not remember me, but when you were campaigning for Mayor you made a stop
to meet the people of Stone Lakes. I asked you at the time what made you different from the other
mayoral candidate and the essence of your response was that you were a "man of the people ". I
voted for you based on this statement and now I expect you, as well as the other City Council
members, to be a man /woman of the people of Stone Lakes and make CISD honor their previous
commitment. Only by rejecting this motion will you prove to my daughter that Southlake still has
people in authority who hold the values of honesty and integrity without compromise.

Thank you for your email correspondence on the construction project at Carroll Senior High. I've forwarded your concerns on
to our Board of Trustees. As you know, a majority of voters approved the May 2009 bond election that included facility and
site improvements to CSHS. One of our primary goals in the bond construction process was to help expand parking at the
Senior High and to address safety concerns with students driving near our delivery area /service yard. The proposed road, we
believe, improves the safety and traffic flow situation for our teen drivers and pedestrians in the area.
As a point of clarification, the proposed road would not be located on the east side of the aquatics center as some have
stated. It would be located on the east side of the tennis courts and connect to the existing parking lot just south of the
aquatics center. The dirt work adjacent to the east side of the aquatics center is for the voter - approved addition to the swim
center. I believe some may be confusing this dirt work with construction of the road. What we propose is a section of road
about the length of two tennis courts that will connect theparking lots on that site. Also, the installation of the median on FM
1709 that now prohibits left turns into the aquatics center from drivers heading west on FM 1709 should reduce the number
of potential drivers entering the CSHS campus in the morning and accessing the proposed road behind the tennis courts.
We have carefully looked at the situation and believe the road behind the tennis courts connecting the parking areas is safer
than the current situation and necessary for the effective movement of vehicles on that site.

Please read the email I received this morning... below.
I am a resident of Stone Lakes, do not live near this proposed drive and parking lot extention, have a daughter in the athletic
program at Carroll Senior High and completely support the Home Owners position.
This is the first I have heard of this proposed project and have a one word response... REALLY?
I am surprised that you would even consider putting this neighborhood through this. The expense of cutting in a

drive, asphalt and lights for only 20 parking spots. Both of my daughters enjoyed our great swimming facility over the years
and we didn't have any problems walking the short distance to the more than enough parking spots in the adjoining lots.
There are bigger issues to be addressed in the future with my neighborhood .... getting lights for our baseball and softball fields
being one that I can think of. Let's go to bat for something meaningful, not 20 parking spaces... again, REALLY!

We must band together Monday + Tuesday to keep our home values up
City Council & CISD actions could negatively impact property values
throughout Stonelakes
They want to make the following changes at the Senior High School
• Add a ROAD on the east side of the pool facility and tennis courts (&
remove trees and most of the buffer between the HS and Stone Lakes,
creating safety issues: cars could accidentally crash into small bleachers
by tennis courts, into backyards, into backyard pools, or into swing -sets
in backyards, possibly injuring children AND the teenage drivers)
• Add 20 more parking spaces (to the planned 80 -space lot south of the
tennis courts), for a total of 100 spaces -this is a Band -Aid solution to a
bigger problem; CISD needs to plan better than they have recently
Note: At the P&Z meeting on 3/24 residents attended and the request was denied. On
3/29, The City Council chose to reverse that denial and grant "initial approval " to
put in the road and 20 extra parking spots
• Why these changes could HURT ALL OF US:
o The area between Stonelakes & the CISD pool & tennis courts is very
narrow and extremely close to residents of Wedgewood Court, Mayfair

Place and other "west- side" streets
o The noise and negative visual impact of these changes will likely
decrease home values throughout our neighborhood, i.e., property
value declines on the "west- side" will cause a domino effect throughout
Stonelakes because "comparables" are used from all over the
neighborhood in real estate transactions
Here are 3 easy ways for YOU to help:
• Today, MONDAY, E -mail the City Councilmembers to voice your
concern /opposition to the proposed construction project; identify
yourself as a homeowner from Stone Lakes *see below
• GO TO THE CITY COUNCIL MEETING AT TOWN HALL onTuesday,
4/5 @ 6:30 pm - even if you cannot stay long. The Council must
"'read" the motion again at this meeting - before it can be granted "final
approval" -and it could be persuaded to stop the construction plan if
enough opponents are there; invite all your neighbors to go so we have
a sizeable group
• .You can speak for up to 3 minutes if you wish but you do not
have to speak at all -when you arrive at Town Hall (2nd floor), get a
BLUE CARD and fill it out to let City Council know that you strongly
oppose the CISD plan to add this road due to safety issues, property
value decreases, and noise concerns
• THIS IS CRITIC: To have ANY chance of stopping these
changes, the City Council MUST witness our STRONG opposition
to it! Please do not assume enough other residents will go; be

Please read the email I received this morning... below.
I am a resident of Stone Lakes, do not live near this proposed drive and parking lot extention, have a daughter in the
athletic program at Carroll Senior High and completely support the Home Owners position.
This is the first I have heard of this proposed project and have a one word response... REALLY?
I am surprised that you would even consider putting this neighborhood through this. The expense of cutting in a
drive, asphalt and lights for only 20 parking spots. Both of my daughters enjoyed our great swimming facility over the
years and we didn't have any problems walking the short distance to the more than enough parking spots in the adjoining
lots.
There are bigger issues to be addressed in the future with my neighborhood. ...getting lights for our baseball and softball
fields being one that I can think of. Let's go to bat for something meaningful, not 20 parking spaces... again, REALLY!

We must band together Monday + Tuesday to keep our home values up
City Council & CISD actions could negatively impact property values
throughout Stonelakes
They want to make the following changes at the Senior High School
o Add a ROAD on the east side of the pool facility and tennis courts (&
remove trees and most of the buffer between the HS and Stone Lakes,
creating safety issues; cars could accidentally crash into small bleachers
by tennis courts, into backyards, into backyard pools, or into swing -sets
in backyards, possibly injuring children AND the teenage drivers)
o Add 20 more parking spaces (to the planned 80 -space lot south of the
tennis courts), for a total of 100 spaces -this is a Band -Aid solution to a
bigger problem; CISD needs to plan better than they have recently
Note: At the P&Z meeting on 3/24 residents attended and the request was denied. On
3/29, The City Council chose to reverse that denial and grant "initial approval" to
put in the road and 20 extra parking spots
Why these changes could HURT ALL OF US:
* The area between Stonelakes & the CISD pool & tennis courts is very
narrow and extremely close to residents of Wedgewood Court, Mayfair
Place and other "west- side" streets
o The noise and negative visual impact of these changes will likely
decrease home values throughout our neighborhood, i.e., property
value declines on the "west- side" will cause a domino effect throughout
Stonelakes because "comparables" are used from all over the
neighborhood in real estate transactions
Here are 3 easy ways for YOU to help:
• Today, MONDAY, E -mail the City Counclimembers to voice your
concern /opposition to the proposed construction project; identify
yourself as a homeowner from Stone Lakes *see below
• GO TO THE CITY COUNCIL MEETING AT TOWN HALL onTuesday,
4/5 @ 6:30 pm - even if you cannot stay long. The Council must
"read" the motion again at this meeting - before it can be granted "final
approval" -and it could be persuaded to stop the construction plan if
enough opponents are there; invite all your neighbors to go so we have
a sizeable group
• You can speak for up to 3 minutes if you wish, but you do no
have to speak at all -when you arrive at Town Hall (2nd floor), get a
BLUE CARD and fill it out to let City Council know that you strongly
oppose the CISD plan to add this road due to safety issues, property
value decreases, and noise concerns
• THIS IS CRITIC ILL: To have ANY chance of stopping these
changes, the City Council MUST witness our STRONG opposition
to it! Please do not assume enough other residents will go; be
sure to attend the meeting yourself, with your spouse, with your
friends, even with your kids for a short stop to fill in a BLUE
CARD stating that you oppose the project!

site improvements to CSHS. One of our primary goals in the bond construction process was to help expand parking at the

believe, improves the safety and traffic flow situation for our teen drivers and pedestrians in the area.
As a point of clarification, the proposed road would not be located on the east side of the aquatics center as some have
stated. it would be located on the east side of the tennis courts and connect to the existing parking lot just south of the
aquatics center. The dirt work adjacent to the east side of the aquatics center is for the voter - approved addition to the swim
center. I believe some may be confusing this dirt work with construction of the road. What we propose is a section of road
about the length of two tennis courts that will connect the parking lots on that site. Also, the installation of the median on FM
1709 that now prohibits left turns into the aquatics center from drivers heading west on FM 1709 should reduce the number
of potential drivers entering the CSHS campus in the morning and accessing the proposed road behind the tennis courts.
We have carefully looked at the situation and believe the road behind the tennis courts connecting the parking areas is safer
than the current situation and necessary for the effective movement of vehicles on that site.

My wife and I as residents of Stonelakes OPOSF any motion by the City council to retract the recommendation of the Zoning
board. We and our fellow residents of Stonelakes are amazed that the council would over rule the formal zoning protocols. In
late March the Zoning board was convinced (and so voted) Not to app rove the building of a road and adding parking spaces at
the Senior High adjacent to our development.
This e-mail represents our support of the zoning board and opposes any vote of the council to rescind that decision.
Noise & further congestion will be detrimental to our community.

I am strongly opposed to the building of an additional road on the east side of the CISD campus, and to any additional
parking. The road would bring increased traffic, vehicle noise, and danger to the residents of the Stone Lakes
subdivision, where I am a resident and a property owner, and decreased property values will surely follow. This plan
needs to be denied. As to additional parking, every high school student is not guaranteed a parking space. If additional
parking for facilities or staff must be provided, another way must be found.

Ladies and Gentlemen,
I understand that you will meet on Tuesday, April 5 at Town Hall in the evening, and that you will read for the
second time the proposed ordinance to change zoning and subsequently construct an unnecessary road on
CISD's senior high school campus (Ordinance No 480338C ZAI 1 007 1 requesting zoning changes). I also
understand that Planning and Zoning voted this down.
The CISD has repeatedly broken agreements and ignored certain long -term issues until the last minute, and this
HAS to stop! Stone Lakes subdivision, the 3rd largest in Southlake with 331 homes (331 taxpayers), has
repeatedly received the short end of the stick with its neighbor to the west, the CISD campus.
CISD had agreed to maintain fences between the campus and the residential lots to the east (as required by
Southlake ordinance), but they have been horribly slow and pugnacious with this issue. They have had serious
drainage problems that affected several taxpayers' property; even their solution, a retaining area to the south, has
failed during heavy rains. CISD agreed to maintain a 50 -foot buffer zone between the taxpayers in Stone Lakes
and pavement, seating, courts, parking, etc... now it intends to break that agreement and reduce the buffer to a
fraction of that!
CISD had also agreed to replace trees and include a number of evergreens to improve the sound and visual
buffer, but they have conspicuously neglected to care for those trees properly, causing them to wither rather
than flourish. This proposed project will include ripping out even more trees and replacing them with
significantly smaller ones, effectively lessening the buffer even more.
They also agreed that baseball and the bright lights for baseball would only be allowed until 10 pm. For quite
some time now, the noisy "ping, ping, pinging" of the bats hitting the balls under the bright lights continues
until at least MIDNIGHT! This is another case of bad faith on CISD's part. There are quantifiable losses in
value per square foot for housing near the Senior High property. People cannot close a home sale during the
months that kids are playing baseball, and then when they CAN sell in the brutal heat of summer, they suffer by
having to accept tens of thousands of dollars less than they would if CISD 'played fair' and acted like a good
neighbor.
Spectators on the benches watching tennis matches will be in danger of being hit by cars using the new road
right behind them. Children on swingsets, families in pools, and residents inside their homes could become
casualties should a vehicle smash through a fence. Even with big speed - humps, it is probable that SOME

drivers will go too fast, not pay attention, and lose control. This puts that driver and any passengers in danger,
too.
The city has a no -phone -zone law, but that has NOT halted every driver (teen OR adult) from using their cell
phones, texting friends, updating facebook status on a Blackberry, or emailing on a smartphone, regardless of
whether they are in or out of a school zone. It would be reasonable to expect some students to shout out to
friends, play their car - stereos loudly, or gun their engines at times. These noises are likely to violate the city's
noise ordinance by exceeding the number of decibels allowable for peaceful enjoyment of private property.
Another issue affecting the number of parking spots is the high demand by students. It is NOT a birthright. I
respectfully suggest that seniors be permitted to pay for a spot, but juniors would only be allowed to participate
in a lottery for a small number of spots. Grades and community service could be a factor. Some of you
may not want to admit this, but the way parking is managed now, CISD is encouraging elitist, entitlement
attitudes among students. Carpooling, taking a bus, walking, or riding a bike can all be encouraged. My
daughter Elizabeth Schmiedel. the Salutatorian in 2006, walked to school or rode her bike and parked right at
the front door of school, except for the days I had to take her to cranio - facial pain specialists, oral surgeons, jaw
surgeons, etc. after the fire department injured her at band practice in Aug 2004. (And CISD was a
HORRIBLE, UNCARING entity with regard to the awful injuries she sustained on their property.) My son
Mark, number 10 in his graduating class in 2008, also rode his bicycle to school. This was much better for the
environment, for his cardio - vascular health, and for his character: he had to deal with immature students ribbing
him about riding a bike, but he parked closer to the school than EVERY car - commuter!
With all the medians going in on rte 1709, access to and exiting from the Senior High School is changing.
Several churches hire traffic- control officers to assist at certain hours so a large number of vehicles can enter or
exit from their parking lots. This is worth investigating to see if careful traffic direction and control of the light
at 1709 and Peytonville would usher vehicles in and out more efficiently than they would without it.
Thank you for your time. PLEASE consider the negative impacts that will occur if you decide to change the
zoning for the proposed road. Allowing the road would add yet another injustice to the list perpetrated by CISD
on its neighbors in Stone Lakes.

As a homeowner in the Stonelakes subdivision of 17 years we have seen many changes in our ciry and neighborhood.
Some of these have been good and some not so good. We are opposed to the building of a road being built on the
east side of the Carroll Sr. high school pool and tennis courts. With the removal of trees there will be no buffer for loud
noises and no protection against cars hitting or even driving through fences of property owners. With the road changes
on 1709, this will only increase congestion and possibility of accidents; not to mention lowering our property values which
will lower the taxes that we pay. Over the years we have seen an increase of vandalism in our area and we believe that
this road will allow vandals to have an easier access to our neighborhood. Please consider voting against this and ask

I have been a Stone Lakes resident for the last 16 years and have had 3 children involved with the Carroll varsity tennis
program for the last 8 consecutive years. When the bond election came up a couple of years ago that included a long
overdue upgrade to the tennis facilities, my wife and I gladly supported it and voted for it. For years our tennis venue
has lagged behind several other school districts that we compete against- most notably Grapevine, Coppell, and
Highland Park.
Although the field house that is currently under construction will be a nice addition, the overall condition of the facility
has been severely degraded in the last year by the addition of a noisy cooling tower and an additional parking lot
adjacent to courts 5 -8. The thought of further degrading the facility by adding a "road" on the East side of the courts
that will disrupt both tennis events and the residents of Stone Lakes is disturbing and indicates a lack of foresight and
planning by the campus planners. It is also a safety hazard for the proposed bleachers on that side of the courts and
potentially the residents as well.
The P &Z committee rejected this plan and was right in doing so. I hope will you reconsider their recommendation at the
board meeting on Tuesday and reject this proposal and ask the district to revisit the plan and come up w a better
solution.

I am unable to attend the meeting Tuesday evening, so I am writing to you today to voice
my opposition to the ordinance listed above, specifically the proposed roadway between the
CSHS Tennis Courts and Stone Lakes neighborhood and the additional parking on the
south side of the CSHS Tennis Courts.
My opposition is based upon the following facts:
Same proposal as 8 months ago. It is my understanding that when a proposal is
denied, there must be a significant change in order for the ordinance to be
reconsidered. In this case, the plan for the road and parking are identical to the
proposal introduced last year. The changes involve the New Service Yard area, the
added parking by the New Service Yard Area and a sidewalk on Peytonville Road.
The road and proposed parking on the south side of the tennis courts is identical to
last year's proposal. As a homeowner, when does no mean no. Will we as residents
have to be constantly be on the lookout for the same issues to be brought back to
City Council?
Minimal space between the Tennis Courts and Stone Lakes neighborhood.
Currently, there is 60 feet between the Tennis Courts and Stone Lakes
homeowners. Bleachers have already been approved to be added (which have not
been included in CISD's proposal). The bleachers on the west side are 11 -12 feet.
An average road is 24 feet. This leaves a minimum of 25 feet with NO space
between the road and the bleachers. Ken Baker, Planning and Development
Services Director informed us that the road would be between 27 and 30 feet.
Additional research is needed.
• Lack of sufficient barrier space. Multiple trees have already been tagged to take
down to install the bleachers. Additionally, mature trees that are not to be torn
down to establish the parking lot will probably be lost. The root systems will be
impacted by the new concrete. Additional research is needed.
• Safety Concerns. Currently, many students walk to school via the homewners lots
that border the proposed road. This is definitely a safety hazard for these kids.

Additionally, the new bleachers will create more foot traffic in the area. It would
seem that we would want to decrease traffic by the bleachers to ensure the safety of
all students and spectators.
• Safety Concerns. Exiting the parking lot on the proposed new road will require
young drivers to go around a blind curve. Is this a situation that any of us want to
put a teenage driver in and /or those walking to their cars?
• Parking Concerns. The proposed parking is NOT going to result in additional
parking. It simply replaces some of the parking lost as a result of the new field
house by the indoor training facility. I understand we have parking issues at the
High School, but we have not seen any long range plan to accommodate current
parking issues as well as future needs as a result of growth on the North side of
1709. Additional Parking in the back of the school property only creates more
idling cars waiting to exit onto 1709 and Peytonville. CISD has not developed a
long term plan that is in the best interest of the CISD parents and students or tax
paying homeowners.
• Swing Gate Policy. I understand that the stated policy is to have the gates open
only when students are arriving and departing from school. With the current
budget cuts, I do not foresee this as a viable policy. Additionally, CISD has not
shown that they can be counted on to follow tbru with their plans. Example 1: The
School promised to maintain the fences which border the school on the West side of
the property. The fences are in poor shape and have not been replaced. Example 2:
The detention pond on the southern part of the property was supposed to only
collect water during heavy rains. It has been neglected and as a result has become
silted and is a breeding ground for mosquitoes. The plants have not been cut back
and the grass has not been maintained on the hillside. Example 3: The school has
promised that all batting practices would end by 8pm. Currently, it continues past
midnight on a regular basis. Example 4: The original agreement with CISD
contained a 50 foot buffer (minutes and discussions). This has been broken on
numerous occasions. As a homeowner, I do not believe the school has acted in
Good Faith.
• Traffic /Noise. Without a doubt at the beginning and end of the school day, we will
have trouble with noise from idling cars, car doors, engine noise, stereos, student
voices, etc. According to the City of Southlake, Chapter 11, Offenses and
Miscellaneous provisions, the allowable noise level for residential properties during
the daytime is 60dba. This refers to the immediate vicinity of the noise. Immediate
Vicinity as defined in Chapter 11 is 100 feet. Referencing the website www.tle-

From this chart, I would interpret that the noise will be between 60 — 80 dB. Tax
paying residents will be subject to noise involuntarily.
• Alternative options for a long term plan. Currently, there have not been any
additional ideas proposed to help solve the current parking issues and
accommodate future growth. Home owners would like to see other options
explored: parking on the NW corner, growth up instead of out (parking garage) or
parking across the street on Peytonville Rd (commercial property for sale).
Parking Garages can be made aesthetically appealing and the addition of a
walkway over the Peytonville Rd. would ensure the safety of our students.
Finally, I would like to address the decrease in Horne Values as a result of the prosed
project. Current homeowners will experience a minimum loss of 40k (10 %) as a result of
having this project. Property values have not been affected based on current green space;
however, research will support the negative impact a road at the proposed location will
have on home values in Stone Lakes. (Decrease would be more on a busier road such as
1709). The negative impact does not end with the properties that back up to the school
property. Since comparables are used to value properties it will have a domino effect
through Stone Lakes affecting offer 300 tax paying residential properties.
During my time in Southlake elected officials have consistently ran on the platform of
protecting home values for all residents. Using tax dollars to pay for projects which
directly affect our property values definitely is in conflict to what each of you has voiced as
part of your "platform ".

3/29, The City Council chose to reverse that denial and grant "initial approval" to

Why these changes could HURT ALL OF US:
o The area between Stonelakes & the CISD pool & tennis courts is very
narrow and extremely close to residents of Wedgewood Court, Mayfair
Place and other "west- side" streets
o The noise and negative visual impact of these changes will likely
decrease home values throughout our neighborhood, i.e., property
value declines on the "west- side" will cause a domino effect throughout
Stonelakes because "comparables" are used from all over the
neighborhood in real estate transactions
Here are 3 easy ways for YOU to help:
o Today, MONDAY, E -mail the City Councilmembers to voice your
concern /opposition to the proposed construction project; identify
yourself as a homeowner from Stone Lakes *see below
o GO TO THE CITY COUNCIL MEETING AT TOWN HALL onTuesday,
4/5 @ 6:30 pm - even if you cannot stay long. The Council must
"read" the motion again at this meeting - before it can be granted "final
approval" -and it could be persuaded to stop the construction plan if
enough opponents are there; invite all your neighbors to go so we have
a sizeable group

have to speak at all -when you arrive at Town Hall (2nd floor), get a

We are homeowners in the Stonelakes subdivision and we are opposed to a road being constructed east of the
tennis courts and the pool, at the Sr High School.
Currently there is very little buffer space between the tennis courts and the subdivision and just a little more
between the pool and the subdivision.
If a road is added it will reduce the buffer space to virtually zero and require the removal of trees that were
planted to help shield the pool from the neighborhood, which was part of the zoning approval when the pool
was originally built. Why are you considering violating the approved zoning plan agreed to many years ago?
Please do not approve the plan to build a road east of the tennis courts and the pool.

My name is Jeff Meisner and I have been a resident of Southlake and Stone Lakes for the last 17
years. I want to share with you a discussion that I had with my youngest daughter Kelly regarding the
issue above currently before the Southlake City Council. Kelly is a Junior at Carroll Senior High and
she couldn't understand why l would be opposed to adding a road on the east side of the pool facility
and tennis courts to connect to 20 additional parking spaces at the Senior High School.
I told her that I wasn't opposed to adding more spaces, but rather it was the location of these spaces
and the connecting road that I was against, as it would affect our fellow Stone Lakes' neighbors' quiet
enjoyment of their property. Kelly's response was "why should we care, it won't affect us" and even
though she may be right I asked her to take a moment and put herself in the position of the people
whose homes are adjacent to the Senior High School. Although this may be difficult for a 16 -year old
ofz
to do, I'm asking each of you on the City Council to reflect on how you would feel if you lived in these
homes.
How would you feel it the current greenbelt area between your property and Carroll Senior High got
taken out and replaced by a paved road? How would you feel if you had purchased a home in Stone
Lakes secure in the knowledge that CISD had made a prior agreement to maintain a 50 -foot
greenbelt between the Senior High and Stone Lakes, only to find out that some people were now
trying to break this agreement and break this bond of trust? My daughter knows that in our
household there is no gray area when it comes to honesty and integrity - you are either someone
who does the right thing or you are not. I told Kelly that I feel strongly about holding people
accountable for the promises that were made in the past and I will oppose anyone who doesn't honor
their commitments. The undeniable fact is that CISD promised not to build anything within 50 -feet of
the Stone Lakes property line and now they are trying to break their previous commitment.
What kind of a message will the Southlake City Council members send to my daughter tonight? Do
you agree with me that honesty and integrity should never be compromised, or that it's ok to break
your prior commitments?
Mr. Terrell, you may not remember me, but when you were campaigning for Mayor you made a stop
to meet the people of Stone Lakes. I asked you at the time what made you different from the other
mayoral candidate and the essence of your response was that you were a "man of the people ". I
voted for you based on this statement and now I expect you, as well as the other City Council
members, to be a man /woman of the people of Stone Lakes and make CISD honor their previous
commitment. Only by rejecting this motion will you prove to my daughter that Southlake still has
people- in - authority- who -hold -the values of- honesty_ and - itte_grity- withQUt.cQm

I'm writing to request your apposition to the zoning change requested for Carroll ISIS Senior Nigh
School.
My wife and I moved to Southlake in 1994, have enjoyed being part of the community, and take pride
in calling Southlake home. We've seen a great deal of change and growth. We moved here, in large
part, because of the excellent school system and knowing that it would help maintain home values
and resale prices. This was particularly important as we relocated to the area and we had no children
at the time.
With kids now at CHS, Eubanks and Carroll Elementary, we've directly supported the school district
on many occasions. While we understand the need to look at any and all creative funding
approaches, the road and parking spaces that are being requesting do not make sense to us for
several reasons.
1. First off, this proposal should no exist as the district had made past promises to maintain a
greenbelt with trees in the area now proposed for the road. This is but one of many promises and
agreements that have either slipped, or been outright reversed. Past promises to maintain the
fences, to drain and manage the detention pond, maintain the land to prevent flooding and runoff,
and even shut down the batting cages have all become empty promises. The most - impacted
homeowners have only heard that there is no money in the budget, and have been left to deal with
the issues can their own.
2. The resulting noise, traffic, and construction will adversely and directly effect the homeowners
whose property borders this area. First off, they will lose the Tree buffer zone that was negotiated to
avoid havi direct line of site to the school, and will have to deal with the increased noise, pollution,
and lack of privacy. Indirectly, when those properties are sold - at a lower price reflecting the lowered
quality of life - the remaining 330 homes that make up Stone Lakes will be devalued by the selling
comps process.
3. Placing a roadway next to the Spectator benches not only reverses the aesthetics and feel of the
originally planned area, but now adds an element of danger as Spectators and kids playing and
watching will have to contend with cars and roadway instead of playing or retrieving balls from a
greenbelt.

4. There are other options available, which border commercial real estate, and not a neighborhood
with 330 homes, that have not been explored - including the NW corner and the side of the aquatics
center fronting Southlake Blvd.
5. What precedent does it set? What will be the next request - the past dealings with the school
district have us concerned that if this road were to be approved, there is very little to stop a request
that this road be extended all the way down the fenceline as this would be prime area for expansion.
6. This was not part of the original plans when the bond issue came up. Should a lack of planning and
analysis now be rewarded by granting this request?
7. Lack of due diligence and cooperation - the school district never attempted to reach out to the
homeowner's association to try and understand our concerns, to review the existing agreements that
are in place (prior to Dr. Fatty's arrival.) We are now placed into the very uncomfortable position of
fighting the same school district that we moved here for, have supported in many ways, and will
continue to support as members of the community.
We understand that the District is trying to raise additional funds and to replace parking space that
have been lost with expansion. However, we feel the gain from 20 parking spaces and the road will
certainly be more than offset by the negative impact on the home values, lowered quality of life, and
potential safety issues.
We ask for your support in rejecting the plan to add the road and additional parking spots.

Subject: Something to bring to your attention
Dear City Council Members and Carroll Independent School District Board of Trustees and Staff.
We are looking forward to our meeting the week of 4125 and Stone Lake Residents are excited to hear about discussions
that have occurred since our meeting on Thursday 4114.
Prior to our meeting, I felt it necessary to point you towards additional information regarding the parking, road, drainage
and trees on the CSHS property and fence repair on the western side of the campus. These same issues were discussed
at the May 18, 2010 City Council Meeting and an agreement was reached regarding drainage and the fence.
Specifically, the applicant's (CISD) approval for the Zoning Change /Site Plan was based on "...the applicant's willingness
to replace and maintain the 8' fence" along the school's property'. Also, CISD said they would take responsibility for the
demolition of the fences because the "intent of the fence builder at the time was to put the fence on the property line, but
due to trees and roots this is not always absolutely possible ". During the same meeting, agreement was reached to add
additional parking on the Northwest Corner of the SHS campus next to the new Art Building. The discussion also
mentioned adding trees /shrubs between the new parking and FM 1709.
On the East side of The Tennis Courts all parties agreed to save the trees that were not in the drainage ditch and concern
was voiced for removing the trees that had grown in the drainage ditch because they were creating a buffer for the Stone
Lake Residents.
