Background
Information: Since the construction of the Town Hall building in 1999 very little
maintenance to the exterior of the building has taken place. During
the current fiscal year, all of the hand rails around the building were
refurbished and painted. Interior painting takes place on an annual
basis in many of the common high traffic areas.
In recent years, rain events of varying intensities and directions
have caused water damage to interior ceilings and walls on all
sides of the building. This is primarily due to crevices that have
developed around the window frames and joints between the brick
and masonry stones. This winter frozen water also lifted several of
the granite steps on the north entrance. Much of the original
sealant and grout has hardened and is no longer effective.
In order to complete this work, scaffolding will have to be set up on
the south side of the building in order to reach many of the problem
areas which need to be addressed. Please refer to the attached
documentation for additional information. The contractor has
quoted 200 man -days for this project. We estimate that this project
should be completed no later than the end of October, 2011.
This agreement will address the entire south surface of the building
and both the north and south steps entering the building. It is
proposed that funding for the north side repair of the building be
provided in the FY 2012 budget and the east and west sides in FY
2013 budget. The City of Southlake is eligible to award this project
to Weatherproofing Technologies through the Texas Cooperative
Purchasing Network (RFP# 07 -02).

Considerations: Funding for this project is available from the following sources:
Strategic Initiative Fund $100,000.00
FY 2011 Facility Services Budget $ 42,786.56
TOTAL $142,786.56

objective is investing to provide high quality public assets.

We propose to furnish equipment, labor and materials to complete the following scope:
Scope of Work for South Elevation -
- Setup Safety equipment and staging area
Window Perimeters (frame to masonry)
- Remove existing sealant
- Clean and prepare surface
- Apply silicone sealant per manufacturers specification (approximately 2600 LF)
Brick and Precast Stone (including coping)
- Power wash to remove dust, dirt and loose mortar
- Tuck point voids and cracks with color blended non - shrinking mortar
- Apply silicone sealant where precast stone meets brick (where necessary) (approximately 9000 LF)
- Apply penetrating sealer at all masonry surfaces per manufacturers specification (approximately 12000 sq ft )
Granite Steps on the South and North Entryways -
- Remove existing sealant
- Clean and prepare surface
-Apply new sealant per manufacturers specification
Two -year contractor workmanship warranty.
All work to be done in a good workmanship like manner with daily removal of debris.
