Subject: Approve Change Order No. 1 for the Kirkwood extension
contract with Conatser Construction in the amount of
$134,668.50.
Action
Requested: Approve Change Order No. 1 for the Kirkwood extension contract
with Conatser Construction in the amount of $134,668.50.
Background
Information: The contract for the East Kirkwood Boulevard extension to East
Highland Street was awarded to Conatser Construction by the City
Council on November 2, 2010.
Change Order No. 1 is for additional signage, striping, landscaping
and re- mobilization.
Gateway Church, in cooperation with the City of Southlake and
Carroll Independent School District, agreed to build the section of
East Kirkwood Boulevard adjacent to the new Carroll Middle
School. Because of the City's construction project of the western
section of East Kirkwood Boulevard, Gateway Church, with the
permission of the City, deleted the striping and signing from their
Kirkwood project and provided the funding to the City for the
additional striping and signing to be added to the City's contract for
Kirkwood. This actually created less striping and signage for both
projects as it eliminated the need for transition striping and removal
of transition striping.
The additional landscaping and irrigation is to landscape the
medians being constructed with this project.
The remobilization cost is the cost the contractor incurred as a
result of moving equipment back onto the site after removing it from
the project site due to delays resulting from time lost while the City
and CISD negotiated a land swap for needed right of way.
The 12" reinforced concrete pipe (RCP) was installed as an interim
drainage improvement.
Change Order No. 1 also adds 30 calendar days to the contract.
Financial
Considerations: The total amount of Change Order No. 1 to the existing contract is
$134,668.50. This will increase the construction cost to
$1,068,592.25. Funds for construction of the project, including this
change order, are budgeted in the FY2010 and FY2011 Capital
Improvement Program.
Strategic Link: The extension of East Kirkwood Boulevard from Blessed Way to
East Highland Street links to the city's strategy map relative to the
focus areas of Infrastructure and Performance Management and
Service Delivery. The specific corporate objectives that are met by
the construction of these improvements include: Providing travel
convenience within City and Region; Providing High Quality
Customer Service and Investing to provide and maintain high
quality public assets.

Legal Review: This is the Change Order form that has been previously reviewed
by the City Attorney.
