1993-10-11 CITY OF SOUTHLAKE PARKS AND RECREATION BOARD MEETING Monday, October 11, 1993 7:30 p.m. Board Members Present: Chairperson Janet Murphy; Members: Ann Barnes, Frank Dorer, Rod Johnson, Carol Lee Hamilton, and Donn Renwick. Board Members Absent: Vicki Johnson, Mike Thompson, Mike Jureka. City Staff Present: Shana Rice, Asst. to City Manager; Tina Harvey, Parks and Recreation Coordinator; and Kim Bush, Secretary to City Manager. The meeting was called to order at 7:45 p.m. by Chairperson Murphy. Agenda Item #2, Approval of Minutes. Motion was made to approve the minutes of the September 13, 1993 meeting. Motion: Rod Johnson Second: Frank Dorer Ayes: Johnson, Dorer, Barnes, Hamilton, Renwick, Murphy Nays: none Approved: 6 -0 Agenda Item #3, Administrative Comments. - Rod Johnson reminded the Board to turn in their comments on the revisions to the Park and Recreation Dedication requirements. - Carol Lee Hamilton briefed the Board on her presentation to the Women's Division of the Southlake Chamber of Commerce regarding the 1/2 cent sales tax election. Some concerns /questions addressed were: - no library - accountability back to the City Council - two year terms Agenda Item #4, Consider: Lease of Park Land to Private Individuals. Tina Harvey explained to the Board the request she received from Greg Vines to lease park land for the purpose of a golf driving range. Park and Recreation Board Meeting Minutes October 11, 1993 Page 2 Shana Rice commented that park land was for public use and could not be used for private commercial ventures. Since Mr. Vines was not present at the meeting, no clear understanding of his request or intentions were available. The Board recommended to table this item until a written request was received. Agenda Item #5, Discussion Items. 1/2 Cent Sales Tax Referendum. Janet Murphy announced that early voting would start on October 13 for the 1/2 cent sales tax referendum. She encouraged everyone to vote early. Park Use Policy Revisions. Janet Murphy discussed the need to revise the Park Use Policy to address the use of facilities without charge to other groups other than those with non - profit status. The Board considered that other groups which do not engage in for profit purposes may be allowed to use the facilities without charge. A recommendation was made to include the following wording in the definition of a non - profit organization: "...or persons who gather for purposes other than profiteering and /or other groups that may be approved by the Parks and Recreation Coordinator." Halloween Fright Night Event. Tina Harvey discussed the Halloween event that would take place at the park Saturday, October 30, 6:00 p.m. - Midnight, and Sunday October 31, 5:30 p.m. - 9:30 p.m. She commented that there would be no carnival rides. Ms. Harvey expressed the need for volunteers to help with the event. Fall Recreational Programs. Tina Harvey reported that she has very poor response to the fall recreational programs. Ms. Harvey informed the Board that she was starting work on the spring /summer brochure. Park Improvements. Tina Harvey reported that: - Landscaping is almost complete. - pavestone and park bench are being completed by Gary Taylor. - brush has been cleared out and is being used for mulch. - park entrance sign is approximately 1/2 way complete. A few ideas include: - Christmas Tree lighting (Dec. 4) - Earth Day - work with KSB (April 20) - Easter egg hunt (April 30) - May Day Festival w /music concert - Picnic in the Park - Halloween The meeting was adjourned at 9:20 p.m. net Murphy, Chai per on ATTEST: im Bush, Secretary to the City Manager
