Subject: Approve Change Order No. 15 with Dean Electric, Inc. in the
amount of $55,221.21 for Bicentennial Park Phase I and ratify
Change Orders Nos. 1 -14 in the amount of $230,847.06
Action
Requested: City Council approval of Change Order No. 15 with Dean Electric,
Inc. in the amount of $55,221.21 for Bicentennial Park Phase I and
ratify previous Change Orders Nos. 1 -14 in the amount of
$230,847.06.
Background
Information: The contract for construction of Bicentennial Park Phase I was
awarded to Dean Electric, Inc. by the City Council on October 20,
2009. Subsequent change orders have been issued to implement
additional improvements to the park. See attached itemized list of
the improvements and costs included in Change Orders No. 1 -15.
Current Change Order No. 15 in the amount of $55,221.21 is for
additional signage, parking lot striping, irrigation zones and
drainage improvements. Change Orders No. 1 -14, in the amount of
$230,847.06 include additional water well features, masonry
additions, installation of additional street light poles and fixtures,
batting cages, additional irrigation and electrical systems and
resurfacing of tennis courts and installation of wind screens. These
additional improvements were not part of the original design for
Phase I; however, as the project developed during the construction
process several needs and opportunities arose where staff deemed
it appropriate to initiate the additional improvements. For example,
seven street light poles were replaced along the park boulevard
near the new FM 1709 park entry to match the other Phase
aesthetic improvements; while Dean was building the six new
tennis courts we had them resurface five existing courts that were
planned for FY 2010 as part of our annual court resurfacing
program, thus saving the City money; an SPDC Matching Funds
project was approved by City Council for batting cage

improvements; and in the case of Change Order No. 15, it is
recommended that the irrigation system be extended to include the
Shady Oaks Drive park frontage.
Although these change orders have been reviewed and accepted
by City administrative staff as received, staff is also requesting City
Council ratification of Change Orders No. 1 -14 at this time.
Financial
Considerations: Funding for Change Orders No. 1 -15 is available in the CIP for the
Bicentennial Phase I project budget. The original contract with
Dean Electric, Inc. for improvements to Bicentennial Park Phase
was awarded in the amount of $10,245,740. To date, including
Change Order No. 15, the net change to the original contract
amount is $286,068.27 (an approximate increase of 2.8 %), for a
total of $10,531,808.27.
