one motion. There will be no separate discussion of items unless a Councilmember or citizen so

B. Resolution No. 00 -90, Designating "Southlake Public Library" as the official
name of the city library.
C. Approve Resolution No. 00 -91, Authorizing the Mayor to execute a multi- use
agreement with TxDOT for the construction of Traffic Management Bond
Program trails along FM 1709.
D. Award of bid to Miller Sierra Contractors, Inc. for the construction of the
Traffic Management Bond Program trail along the north side of FM 1709 from
Southridge Lakes Parkway to Bicentennial Park.
E. Award of bid for furniture at Town Hall.
F. Approve purchase of furniture for Town Hall from Tarrant County contract list.
G. Approval to have single Regular City Council meetings in November and
December due to holidays and the move to Town Hall.

from Carroll Avenue to Lonesome Dove Avenue.
I. Approval of a professional services agreement with Cheatham & Associates,
Inc. for the engineering and design of the reconstruction of South Carroll

Boulevard.
J. Authorize the Mayor to execute an Advanced Funding Agreement with the State
of Texas for the installation of a traffic signal located at FM 1938 and

SUBJECT: Award of bid to Sutton & Associates, Inc. for the reconstruction of Burney
Lane from Carroll Avenue to Lonesome Dove Avenue
Action Requested: Staff seeks Council award the Alternate A bid to Sutton & Associates, Inc.
for the reconstruction of Burney Lane from Carroll to Lonesome Dove in
the amount of $252,685.40.
Background
Information: The width of Burney Lane varies between 20 -feet to 28 -feet. The road
width is approximately 28 -feet along the frontage of the Dove Estates
subdivision (see attached project map). The road width narrows to 20 -feet
near the Lake Drive intersection. The section of roadway along the Dove
Estates subdivision was installed with a curb and gutter along the north
edge of pavement.
The project was bid with a base bid and an alternate bid. The base bid
consisted of reconstructing Burney Lane as it exists currently. The
alternate bid included reconstructing Burney Lane with a curb and gutter
along the south edge of pavement to match the existing curb and gutter
along the north edge of pavement. The limits of the proposed curb and
gutter along the south edge of pavement will only extend along the limits
of the existing curb and gutter along the north edge of pavement. The
roadway material will consist of 6 -inch asphalt. There will be several
drainage improvements installed to correct existing drainage problems
along Burney.
Financial
Considerations: This project was budgeted in the FY99 -00 CIP budget. The budget
appropriated $600,000 to engineer, survey and construct this project.
There were six contractors that bid this project. The low bid was received
from Sutton & Associates, Inc. of Keller, TX with a base bid of
$236,861.00 and $252,685.40 for the Alternate A bid (see attached bid
tabulation). The costs for this project have been tabulated below using the
Alternate A bid.

because at the time the project was estimated, Staff did not know the
extent of the amount of drainage improvements required because the
project was not yet designed. Furthermore, Staff has recently seen a slight
decrease in pricing for road construction.
Citizen Input/
Board Review: Prior to construction beginning on the road reconstruction, a SPIN
meeting will take place to discuss the construction of the roads.
Legal Review: None.
Alternatives: Council can award the base bid or the Alternate A bid. Staff recommends
awarding the Alternate A bid since the project is below the budgeted
amount.
