MINUTES

PRESENT: Chairperson, Bethann Scratchard; Steve Bender, Richard
Lantz, Terry Mitchell, Mike Jurecka, Randy Robertson; and, Ann
Barnes, Secretary.
ABSENT: Janet Murphy and Rick Robertson.
The Minutes for the February 12, 1990, Park Board Meeting were
amended, and approved as corrected.
OLD BUSINESS
1. Lights on Ballfield Mike Barnes reported that a low bid of
$4,246 had come in for the lights. The lights would be here
on March 23rd and poles installed by next week. He also
reported that a 6 foot high fence of 700 linear feet could be
installed for approximately $3,500. During the week of the
26th, Dennis Electric will install lights, pull wire and
install boxes. Saturday, March 25th, work day at the park to
use the trencher, etc. Anyone who can help is urged to
come. The lights should be ready by April 1st.
2. Repairs and Additions A list of additions was complied for
Bicentennial Park. Terry Mitchell will handle the bulletin
``"` board at the park.
3. Practice Fields Representatives from the Softball and
Baseball groups were present to discuss practice and game
field utilizations. Backstops will be paid for by the
Baseball and Softball Association. After considerable
discussions, it was decided that the schedules for practice
fields and playing fields would be worked out between the two
associations. The schedule will be submitted to the Park
Board. Randy Robertson asked for one field for one night for
adult softball.
4. Advertising Signs at Bicentennial Park The agreements
should be back in by April 1st, if possible. The baseball
association presented a package Park Sign and Baseball
Sponsorship at $450.
5. Park Board Ordinance It was determined that the ordinance
establishing a Park and Recreation Board will need to be
rewritten under the City Home Rule Charter.

6. Land Dedication Ordinance A motion was made for the
Chairperson and Secretary to write a letter urging the City
Council to set the fee, no later than April 30, 1990.
The Board would like a response, requesting the date of the
meeting to set the fee, in order for the Park Board to be
present for the meeting. Motion was passed.
7. Master Plan A discussion was held in regards to
requesting the City Council of budget $30,000 for a Master
Plan Study.
NEW BUSINESS
A discussion was held in regards to changing the date for the
meetings of the Park Board to the first Monday of the month. April
2, 1990, will be the next meeting.
There being no further business, the meeting was adjourned.
