Parks and Recreation Board Meeting
April 17, 1986
7 :00 p.m.
Presents Ann Barnes, Aloha Payne, Betty Springer, William
LaFavers, Freddy Cate, James Arnold, Dan Tanner, Tom Walker,
Johnny Westerholm (City Council), and Bill LeGrand (Public
Works).

James Arnold called the meeting to order and the minutes of
the March 13, 1986, meeting were approved as amended
(amendment attached to stated minutes).
Ann Barnes reported that 275 surveys (out of 1,800) were
returned completed. (A copy of the survey results attached
herewith.) Ann went over the results and Aloha Payne said
she would be talking with Clay Anthony at the Grapevine Sun
newspaper regarding publishing the results. James asked
Freddy Cate to make the school board aware of the results
regarding using school facilities. James indicated he had
been discussing the possibility of a joint basketball
program with Trophy Club. Several people indicated on the
surveys that they would be willing to volunteer their
services improvements. Betty Springer is to talk
to Gary Frees regarding the possibilities of a sign for the
park entrance.
James stated that a baseball coach had indicated that the
first base lights on Field *3 needed to be adjusted so as to
not blind the third baseman. Bill LeGrand will take care of
having the adjustment made.
James asked Bill LeGrand when the concession stand would be
finished. Bill did not have a definite date. Bill is also
still looking for a tractor for the park that will fall
within the budget guidelines. The maintenance man is
currently mowing with a push mower. (Several members
commented that the maintenance man had been doing an
excellent job thus far particularly in light of his limited
equipment.) So far, the best price Bill has found is
$10,280. Bill advised the board that these are "new
e'""‘ much prices because to buy used equipment requires a
much more complicated bidding process. Dan Tanner suggested
buying a mower tractor now and adding the box blade and
front end loader at a future date. (Dan will loan his
equipment to the baseball program as needed until this
situation is resolved.) Jaynes said he would like to have an

8' drag if possible, too. Bill will continue to look for a
tractor with mower and if possible also a drag and box
blade.
Bill reminded the Board that budget requests need to be
given a lot of thought soon.
Betty Springer asked if Bill could check into the costs to
put a pipe and cable blockade (similar to one currently in
the parking lot) along White Chapel Road, and then a chain
and lock combination at the entry road into the park. The
purpose would be to enable locking the park up at night to
attempt to avoid future vandalism incidents similar to
recent occurrences.
James noted that Jim Humphries had recently donated
equipment and time to do repair work on the park grounds.
The next meeting is set for May 15, 1986, at 7 :00 p.m. at
City Hall. The meeting was adjourned at 8:10 p.m.

SOUTHLAKE PARKS AND RECREATION
rA'N The Southlake Parks & Recreation Board has been newly formed on a permanent
�tiwr basis. We, the members of this board, will be addressing the issues of
future park growth while working on a Five -Year plan. It is our belief
that the issues should not be decided by nine members without imput from
you, the residents of Southlake. Please express your concerns by filling
in this form. You may return forms by mail or deliver to City Hall as soon
as possible. All forms must be returned by April 7, 1986. It is our wish
to build for the future in a manner that will reflect the needs and desires
of the residents of Southlake. The results of this survey will be made
