1987-04-06 CITY OF SOUTHLAKE C PARK AND RECREATION BOARD MEETING APRIL 6, 1987 Present: James Arnold, Larry Goldstein, Debbie McGrath, Terry Mitchell, Aloha Payne Randy Robertson, David McMahan, Bill LeGrand Absent: Phillip Bressinck, Tom Walker, Betty Springer James Arnold called the meeting to order. Motions were made by Larry Goldstein and Aloha Payne to approve the 3 -23 -87 minutes. They were approved as written. David McMahan introduced Randy Gideon from Pruitt - Gideon Architects. He spoke on Park Grants. - - his company does actual applications and plans for existing or new park projects. His company does receive a fee dependent on the size of proposed project. - - Park spends monies and then the state reimburses monies spent. A minimum of $30,000 and a maximum of $2 million has been given to parks. A realistic figure would be $100,000 to $200,000 project to match. Park and Recreation Boards should use strictly future monies. - - grants would fund expansion of existant properties. Recreational facilities score high/ maintenance scores low. Water recreation scores extremely high. - - land donations are met with state funds. -- this firm is now developing a new park in Mansfield, TX. 4:10 Bill LeGrand reported that the progress on the park was on schedule. James Arnold talked with Mr. Lowrey, CISD Superintendent, to use school land for baseball practice fields. Mr. Lowrey was very receptive to this as well as the possible usage /development of approximately 10 acres at the new school location on Continental Blvd. The annual budget was discussed briefly. There is not much money for capital improvements; maximum of $20,000. All ideas should be put into the proposed budget. Randy Robertson and Debbie McGrath are now working on a rough draft for the May meeting. Betty Springer presented a letter of resignation from the Park Board due to her recent election to the City Council. There is now a vacancy to be filled. The City Picnic was discussed. A presentation was made to the Board by Gary Fickes, Larry Goldstein, Rick Stacy and David McMahan. - - Picnic date: July 4, 1987, 11:00 am until 6:00 pm -- Larry Goldstein and Randy Robertson will represent the Park Board at the weekly planning meetings for the picnic. - - it was suggested that the Park Board do a dedication of the park that day - - it was suggested that 10% of monies collected should go to the park Board in developing existing and future park projects. Aloha Payne: presented a letter to the Board asking questions on baseball usage of the park. Discussion followed. It was decided to make a public announcement on park times and what it is already used for. Sample to be presented at next meeting.
