1989-07-15 w � PARKS AND RECREATION BOARD MINUTES July 15, 1989 The City of Southlake Parks and Recreation Board Meeting was called to order by Vice - Chairperson, Randy Robertson. Members attending were: Ann Barnes, Rick Roberts, Terry Mitchell, Sue McNutt, Bethann Scratchard, and Larry Goldstein. Members absent were: Steve Bender and Tom Walker. The minutes for the June 12, 1989, meeting were read and approved. Larry Goldstein is moving out of Southlake. An election was held to replace him as chairperson. Bethann Scratchard was unanimously elected as new chairperson. Ann Barnes was elected to replace Ms. Scratchard as secretary. Terry Mitchell pointed out that the old playground equipment had been removed by the City crew. Rob McNutt, for Eagle Scout project, will refinish platform swing. The new equipment is scheduled for installation July 24th., by Tree House Inc. Tom Walker has missed four consecutive meetings. The Board agreed that the Council would be informed of this and recommend that his position is open for replacement. The Board discussed several methods of obtaining funds and /or land for future park needs: 1. Park dedication ordinance aimed at new subdivision development. A $500 fee per lot or 1 acre of land dedicated per 250 homes to be used for parks was one suggestion. Terry Mitchell volunteered to pull together ordinances from several neighboring cities and help draft one for Southlake. It was the consensus that this was an urgent priority for our City -- to take advantage of imminent growth of new subdivision. 2. Collection of a 50 park fee from water customers assessed on water bills. This collection could generate as much as $12,000 per year with current customers. The Board will recommend this idea to the Council. Question whether it legally must be voluntary. Larry Goldstein summarized what he saw as priority items: 1. E. Systems land preparation for future ball practice facilities. Joe Wright has volunteered to grade and prepare it as soon as it dries out enough. Someone needs to work with him to see to its completion. Park and Recreation Board Minutes July 15, 1989 Page 2 2. Curtis Hawk is submitting our budget request to Council as we wrote it. Chances are slim that we will get anything. This makes it even more important to generate monies elsewhere. 3. Suggested we rewrite our user fee policy for park facilities as soon as possible. 4. Need to pursue a firm joint use policy with school district. Citizens are high on this idea. 5. Call Julie Herrick, Grapevine Sun, to take a picture of Park and Recreation Board with new playground equipment -- positive publicity. Ms. Scratchard informed the Board that the Stacy Warehouse sign was missing and Grapevine Children's Academy had a sign but no payment! A new sign will be made and the check collected. Ann Barnes suggested pictures be taken of signs to use as verification if necessary in the future. Rick Roberts and Randy Robertson will draft proposal for fall softball league for Council. Improvements have been volunteered for baseball fields and dugouts by various citizens. Thank you letters will be sent to Arvida for donated trees and fire department for watering them.
