.January 30, 1989
The City of Southlake Parks Commission meeting was called to order by Chairperson
Philip Bressinck. Members attending were Ann Barnes, Larry Goldstein, Sue McNutt, Terry
Mitchell, Randy Robertson, and Bethann Scratchard. Not in attendance was Tom Walker.
Also present was Curtis Hawk, Southlake City Manager and residents of Scenic Drive and
Timber Court represented by Robert Rankin.
The minutes of the .January 11th meeting were approved.
Carroll Park Update
The presentation of the Park was pulled from the Carroll Independent School District
(CISD) agenda for January 23, 1989 because it was determined further items needed to be
discussed.
Robert Rankin presented the following citizens' concerns:
1: The constant traffic on Scenic Drive and Timber Court would endanger the
lives of elementary and preschool children.
?: Since the park is not funded by the City or the CISD, who will be
responsible for continuing maintenance?
3: Since this area backs up to a pond, who will keep trespassers from the park
area away from the private pond?
4: Since the proposed park site backs up to Bear Creek, who will assume
responsibility if an accident occurs after a heavy rainfall when this area is Drone to
flooding?
5: The propsed park is located out of sight of police patrols on Continental
Blvd. The park and the school could be a prime location for vandalism.
Bill Strange was contacted by Mr. Goldstein about the land that is owned by E
Systems that adjoins Bicentenial Park. He has indicated E Systems would be willing to
allow the City to use the land if the City will maintain it and be liable for it.
Paperwork is being prepared for. the City attorney to review.
A motion was made by Mr. Goldstein and seconded by Ms. McNutt to Table Carroll
Park at this time. but continue pursuing joint utliiization between the City and the C:ISD.
and to pursue the use of the E System property for recreational use. This motion was
approved.
Old Business
Ms. McNutt inquired about the proposal the Baseball Association had made concerning
billboards at Bicentenial Park. Ms. Barnes will contact Randy Stacy or Edwin Doggett
about the sign proposal originally mabe by Mike Stevenson at the October 5, 1988 Parks
Board meeting. The Baseball Association will be requested to respond to us by the
February 13 meeting. If the Baseball Association does not want to pursue the idea, we
will
Attached is Mr. Robertson's final report for the first season of the Men's Basketball
League. Also attached is his proposal for the City Council to approve another season.
This request will be made at the next City Council meeting.
The next meeting will be February 13. 1989 at 7 PM at the Southlake City Hall.
Following the regular meeting there will be a planning session for 1989.

Ms. McNutt inquired about the proposal the Baseball Association had

Subject: REQUEST FOR APPROVAL TO CONDUCT A MEN'S BASKETBALL
LEAGUE
Recreation activities are essential for the quality lifestyle
we all want. Children need sports and performing arts to
build coordination, agility and the self esteem gained from
accomplishing a new skill. Adults enjoy these same benefits
from an exercise class or an athletic league. There is also
a great deal of gratification in playing and being with other
people. Many friendships can be built from being involved
in a recreation program together. For these reasons, the
Park and Recreation Board believes it is important to begin
now providing a variety of recreation programs. Although
a city recreation staff does not exist at this time, we have
the ability to organize some of these activities today using
volunteers. On behalf of the Southlake Park and Recreation
Board, 'I am requesting City Council approval to conduct a
Men's Basketball League as a Southlake Park and Recreation_
Board sanctioned activity. This league will serve as a
precedent for future recreation programs.
Listed below is the pertinent information concerning the Men's
Basketball League.
TARGET DATES OBJECTIVES
January 23, 1989 Make application for the use of the
middle school gym.
January 30, 1989 Submit proposal to Park and Recreation
Board for approval.
February 3, 1989 Submit proposal to City Council for
approval.
February 8, 1989 Conduct an organizational meeting at
Carroll Middle School. .7:00 P.M.
February 15, 1989 Begin league play.
April 5, 1989 Final night of league. •
DETAILS
- Conduct the second Men's Basketball League sanctioned by
the Southlake Park and Recreation Board in cooperation with
the Carroll Independent School District.

- This league is established for men over the age of 18,
living or working within the Carroll Independent School
District or the City of Southlake.
- The first league had participants ranging in age from 20
to 45.
- League games to be played at Carroll Middle School on
Wednesday nights beginning February 15, 1989 and running
through April 5, 1989.
- Bill Branum, Assistant Superintendent of C.I.S.D. has
agreed to let us use the gym at no charge. (Not even
for utilities)
- Game times are 7:00, 8:00 and 9:00 P.M.
- The league can accommodate a maximum of seven teams.
- All expenses will be paid for with entry fees and will
be disbursed through the City of Southlake Park Fund. •
- An organizational meeting is scheduled for February 8,
1989, at 7:00 P.M. at the middle school gym.
- Referees will be paid $15.00 per game. A referee assigner
will be contracted to assign games and pay each referee.
- A scorekeeper will be paid $5.00 a game.
- $150.00 will be budgeted for individual trophies for
first and second place winners.
- I (Randy Robertson) will act as league organizer and will
provide this service strictly as a volunteer. I will be
responsible for opening the gym, setting up before games
begin, cleanning up after games and monitoring children.
