Session may be held, under these exceptions, at the end of the Regular
Session or at any time during the meeting that a need arises for the City
Council to seek advice from the City Attorney as to the posted subject

5. Consent:
A. Approval of minutes of the Regular City Council meeting held April 17, 2001,
and the Special Joint City Council /CISD Board of Trustee meeting held April
11, 2001.
B. Authorize the Mayor to enter into a contract for professional services with
Brinkley Sargent Architects for recreation center.
C. Resolution No. 01 -021, Certification of Funding and Support and Intent for TIP
Placement for City of Southlake 2001 TxDOT S.T.E.P. Funding Reimbursement
Application for F.M. 1709 Trail and N. Carroll Avenue Pedestrian Lane.
D. Award an Emergency Contract to Reynolds Asphalt and Construction Company
for the reconstruction of Sam School Road from Dove Street to Southlake's
north city limit due to closure of Kirkwood Boulevard exit.
E. Approve the Engineering Services Agreement with Cheatham and Associates for
the design of State Highway 114 utility relocations, neighborhood sewer
projects, water system projects, and water system master plan report.
F. Award the bid for the construction of roadway improvements at South Kimball
Avenue from F.M. 1709 to Crooked Lane.
G. ZA01 -035, Plat Showing for Lots 1 and 2, J. W. Hale No. 803 Addition, on
property legally described as Tracts 1A2 and 1A2C situated in the J. W. Hale
Survey, Abstract No. 803, and being 1.268 acres. Location: On the west side of
Morningside Drive at the intersection of Morningside Drive and Vino Blanc
Court. Current Zoning: "SF -20B" Single Family Residential District. SPIN
Neighborhood #8.
H. Resolution No. 01 -022, A Resolution of the City Council of the City of
Southlake, Texas, opposing legislation designed to limit the use of moratoriums.
I. Resolution No. 01 -023, A Resolution of the City Council of the City of
Southlake, Texas, opposing Senate Bill 1398 and any legislation creating a
compensable taking in connection with zoning matters.
J. Authorize the Mayor to execute a residential developer's agreement for High
Point Addition.

A. ZA01 -016, Development Plan for Timarron Golf Course, on property legally

acres. Location: On the south side of Byron Nelson Parkway, approximately 400'
east of Fairwood Court. Current Zoning: "R -PUD" Residential Planned Unit

On the south side of East Southlake Boulevard, approximately 1,160' west of
North Kimball Avenue. Current Zoning: "AG" Agricultural District. Requested
Zoning: "CS" Community Service District. SPIN Neighborhood #8. Public
Hearing set for May 15, 2001.
B. Ordinance No. 480 -363, 1 Reading (ZA01 -042) Rezoning and Concept Plan for
Clariden School, on property legally described as a portion of Tracts 1 and 1A,
situated in the W. Mills Survey, Abstract No. 877, and being 23.050 acres.
Location: On the west side of North White Chapel Boulevard, approximately
1,400' south of Bob Jones Road. Current Zoning: "AG" Agricultural District.
Requested Zoning: "CS" Community Service District. Amended Requested
Zoning: "S -P -2" Generalized Site Plan District with "CS" Community
Service District uses limited to a private school. SPIN Neighborhood #1.
Public Hearing set for May 15, 2001.

EXECUTIVE SESSION
SECTION 551.071 CONSULTATION WITH ATTORNEY
The City Council may conduct a private consultation with its attorney when the City Council
seeks the advise of its attorney concerning any item on this agenda, about pending and
contemplated litigation, or a settlement offer, or on a matter in which the duty of the attorney
to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State
Board of Texas clearly conflicts with Chapter 551. This includes the following pending and /or
contemplated litigation subjects:
1. Hanson Aggregate Central, Inc., vs. City of Southlake. October 2000.

SECTION 551.072 DELIBERATION REGARDING REAL PROPERTY
The City Council may conduct a closed meeting to deliberate the purchase, exchange, lease or
value of real property.
SECTION 551.073 DELIBERATION REGARDING PROSPECTIVE GIFT
The City Council may conduct a closed meeting to deliberate a negotiated contract for a
prospective gift or donation to the City.
SECTION 551.074 DELIBERATION REGARDING PERSONNEL MATTERS
The City Council may deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, or dismissal of public officers, including the City Manager, City Secretary, City
Attorney, and city boards and commission members. A complete list of the city boards and
commissions is on file in the City Secretary's Office.
SECTION 551.076 DELIBERATION REGARDING SECURITY DEVICES
The City Council may deliberate the deployment, or specific occasions for implementation of
security personnel or devices.
SECTION 551.086 DELIBERATION REGARDING ECONOMIC DEVELOPMENT
NEGOTIATIONS
The City Council may discuss or deliberate regarding commercial or financial information
received from a business prospect that the city seeks to have locate, stay, or expand in or near the
city and which the City is conducting economic development negotiations; or to deliberate the
offer of a financial or other incentive to a business prospect as described above.
