EXECUTIVE SUMMARY: APEX Arts League and The Crossmen are requesting approval of a specific use permit for a mass gathering event to host "Showcase in the Square!" at the Rustin Park Pavilion in Southlake Town Square on the evening of June 19, 2011, with associated events happening in other areas of Southlake Town Square. SPIN # 8. REQUEST DETAILS: The brass and percussion performances are planned to be at the pavilion /gazebo on Fountain Place in Southlake Town Square, with audiences invited to view the performances from Rustin Park. Parts of the westernmost parking lots on Blocks 1 & 2 will also be utilized for staging /preparation areas for the event. Local restaurants are being featured at a meet & greet following the evening's performances. Those restaurant stations are proposed to be located in Rustin Park immediately across from Town Hall. PLANNING & ZONING COMMISSION: April 21, 2011; Approved (6 -0) subject to the Staff Report dated April 15, 2011. STAFF COMMENTS: The City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. Whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. Whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all public roadways in the proximity of the mass gathering and /or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. Whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary facilities, and appurtenant equipment; 4. Whether sufficient illumination will be provided at night to protect the safety of the persons assembled; 5. Whether adequate parking areas, including disabled persons' parking spaces, shall be provided for persons arriving by vehicular means. If the promoter proposes to utilize temporary off -site parking, then the promoter the mass gathering event the off -site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. Whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, sanitation and toilet facilities, vermin control, and safety. 7. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended. Drum & Bugle Corps Event will be held on Father's Day, Sunday, June 19 in Southlake, Texas from 6PM to 9PM. The exact location will be at the Gazebo in the Town Square Park (Rustin Park). Invited and participating Drum & Bugle Corps from throughout Texas will perform their repertoire of brass and percussion music. Each Corps will have 30 minutes to stage and perform in front of the community and audience. The target audience will be music students and family members from throughout the North Tarrant County area with specific focus on Middle School and High School Musicians from 20 identified public and private school districts. "Showcase in the Square!" will be executed with cooperation from the City of Southlake and Carroll ISD with major planning and execution support from Southlake Town Square, Inland and APEX — the performing arts league within Southlake, Texas. "Showcase in the Square!" was deliberately planned and scheduled for Father's Day evening (June 19 This date worked best for The Crossmen, who will be considered the Host Corps for the Event and fits perfectly into their travel schedule at the launch of their summer tour that will take them though out the United States. The Crossmen is the ONLY World Class Drum & Bugle Corps domiciled within the State of Texas. Based in San Antonio, this Corps moved to Texas in 2006 from Pennsylvania and in total has been competing in the DCI (Drum Corps International) Championships for over 35 years. In addition to the Showcase Event, the Southlake and surrounding residents will witness to The Crossmen's practice regimen at the Southlake Carroll High School. This High School and adjacent three football fields will act as the "housing location" for the one day The Crossmen are visiting. "Showcase in the Square!" will start with opening ceremonies at 6PM and conclude following The Crossmen's performance. All Corps will be performing in concert formation and full uniforms. Event attendance is estimated at 2000 guests who will be on chairs and blankets within Rustin Park. A meet and greet will be coordinated following the final performance for interested attendees can learn more about drum corps and the excitement of their summer tour. Event sponsorships are presented for interested businesses with all net proceeds to be divided among APEX, the participating corps and The Crossmen. Case No. Attachment C ZA11 -020 Page 7 SHOWCASE BACKGROUND & OVERVIEW "Showcase in the Square!" in Southlake, Texas was created after experiencing a similar event in June 2010. For several years, The Crossmen have participated in a concert performance on the steps of the State Capital in Austin, Texas. Since that time, it has been the vision of the Event Chairs to have this type of event in Southlake Town Square. Rustin Park with the surrounding business establishments creates not only a natural amphitheater setting for an amazing sound experience but enables attendees to relax and enjoy the corps' performances in a safe, clean, upscale and family environment. In order to launch this activity, Event Chairs coordinated a date that would work within The Crossmen's tour schedule as well as to not conflict with any event currently scheduled within the City of Southlake or specifically Rustin Park in Southlake Town Square. In close communication with The Crossmen's Executive Director Fred Morrison, Showcase Event Chairs were given the approval to plan Showcase on Father's Day evening at the location and venue we recommended. Since that approval, we have received incredible support and coordination from Ms. Terri Messing, APEX Director for Southlake and Ms. Karla Chase, Inland's Marketing Director. Inland is responsible for marketing the Southlake Town Square properties. Both of these organizations are subject matter experts when executing an event of this type and magnitude within Southlake. Following a meeting in early January, 2011, it was agreed upon to move forward with Showcase on June 19 Father's Day evening! "Showcase in the Square!" will start at 6PM on June 19, 2011. There will be no charge for guests in attendance and all will be encouraged (through marketing initiatives) to bring along chairs and blankets for the three hour event. Welcoming remarks will be made by the Mayor of Southlake John Terrill and State Representative Vicki Truitt, both subject to their availability. The formal Event will conclude following the performance by The Crossmen. An informal "Meet and Greet" will occur in the parking lot which will hold the travel coach buses for The Crossmen. Local restaurants will be solicited to help sponsor the Meet and Greet. Based on the number of corps in attendance, we predict the formal performances will conclude by 9PM. Despite not charging for attendance, sponsorship funds will be solicited from local and nationally known businesses and donations will be requested from Crossmen members "Passing the Hat" during the performances. Draw residents from both Southlake and surrounding North Texas communities to the Town Square area on Father's Day evening! 3. Create and execute a fine arts event that will support APEX and their growth/awareness initiatives! 4. Generate exposure and business for sponsoring businesses and organizations! 5. Assist participating corps by generating funds from sponsorships and attendance to help with costs of operation! 6. In addition, we listened and heard Terri Messing's suggestion to reach down into the Middle Schools of these schools to generate added interest for both attendance and future participation in a Drum & Bugle Corps. SHOWCASE IN THE SQUARE LOCATED AT 1400 FOUNTAIN PLACE, 1400 EAST SOUTHLAKE BOULEVARD, 140 STATE STREET AND 1240 MAIN STREET, SOUTHLAKE, TEXAS, BEING DESCRIBED AS LOT 3, BLOCK 1R; LOT 4, BLOCK 2R1; AND BLOCKS 7 AND 8, SOUTHLAKE TOWN SQUARE, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
