Item 6D13 SOUTHLAI<,,E CITY OF Department of Planning & Development Services STAFF REPORT April 27, 2011 PROJECT: Variance to Masonry Ordinance, Old Union Elementary Portable Building EXECUTIVE SUMMARY: Carroll Independent School District is requesting approval of a variance to Ord. 480, Section 44.12.7.c, requiring that portable buildings have a masonry fagade meeting the requirements of the City's masonry ordinance for two portable buildings at Old Union Elementary School on property located at 1050 S. Carroll Ave. SPIN # 3. REQUEST DETAILS: There is currently one portable building being used as education classrooms at Old Union Elementary School that was approved by a Special Exception Use Permit May 15, 2008 for a maximum of three years. A second portable building was approved with the same Special Exception Use Permit, but only one of the two buildings was placed on the property. The school district is requesting re- approval of the Special Exception Use Permit from the Zoning Board of Adjustment on August 28, 2011 for the two buildings to allow the one existing building to remain until October 31, 2011. There are no plans to use the second portable building requested in the Special Exception Use application. Zoning Ord. 480, Section 44.12.7.c requires that portable buildings have a masonry fagade meeting the requirements of the City's masonry ordinance. The Masonry Ordinance requires that all buildings constructed on property zoned 0-1, 0-2, C -1, C -2, C -3, C -4, B -1, B -2 or CS under the City's Comprehensive Zoning Ordinance shall have all exterior walls constructed using a masonry material covering at least eighty percent (80 %) of said walls, exclusive of all windows, doors, roofs, glass construction materials, or sidewalk and walk -way covers. The applicant is requesting a variance to allow tan metal siding extending from the skirting around the base of the building upward to the roof line. This is consistent with the previous approval and what exists on -site today. I Masonry /Foundation Exception The district is requesting a waiver of the requirements in the ordinance for a "permanent foundation" and a "masonry fagade" since the location of these structures will be in an area where a permanent addition may be proposed for the school. Currently, Carroll ISD is seating a Facility Review Committee which is looking into the future regarding the impact of demographic projects on the functional capacity of current /future CISD campuses. Transition Plan This request is for extension to an already approved three -year permit.
