Item 5E1J1 Y VI VVUU IIQf\GI I cnaJ MEMORANDUM March 25, 2002 TO: Billy Campbell, City Manager FROM: Pedram Farahnak, Director of Public Works SUBJECT: Approval of the addition of a Custodian for Town Hall Janitorial Services Action Requested: Consider the addition of a Custodian position for Town Hall janitorial services. Background Information: During the budget process, Council approved the expenditure of funds for the purpose of a day janitor on a contract basis. Staff has initiated this program by using a General Building Maintenance employee for 40 hours per week in Town Hall. Because of the success of the existing situation, staff recommends that a permanent position be created for this function. Per the Director of Human Resources, the position would be a non-exempt position classified at a level 111. The custodian would perform the same functions the day janitor is currently performing and take daily direction from the Building Maintenance Worker (Danny Cansler). Financial Considerations: The annual cost would be approximately $24,500 which is budgeted in FY 01- 02 Support Services Budget. Citizen Input/ Board Review: Not required at this time. Legal Review: Not required for this item. Alternatives: Approve or Deny. Cates, Director of Human Resourcess.- SUBJECT: Classification of Custodian Position Attached is the classification information you requested regarding the Custodian position. I agree with your recommendation concerning the starting salary at grade III step 2. As we discussed this will allow Manual (should he be selected) to start without a drop in pay, and it will provide for a salary difference between the Building Maintenance Worker which supervises or directs the day to day activities of the Custodian position. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a variety of skilled and unskilled tasks in the custodian care and maintenance of City Hall and other city facilities as needed. Receives general supervision from the Building Maintenance Worker. Exercises no supervision. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS --Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Sweep, vacuum, mop, dust, shampoo, stem clean, strip, wax, polish and buff floors, carpets, and dust furniture, etc. 2. Empty trash and garbage cans and reline cans with liner. 3. Clean and sanitize restrooms and replenish supplies; clean spills; clean elevators, drinking fountains, mirrors, tables, walls, fixtures, blinds, light fixtures, etc. 4. Wash windows, walls, metal, woodwork, and all other building surfaces. 5. Maintain safe entry into buildings (i.e., wet or icy areas in front of the entry doors, etc.) 6. Inspect and maintain assigned custodial equipment and small tools for proper operating condition. Marginal Functions: 1. May serve on various employee committees, as required and assigned. 2. Move and set up furniture, pictures, etc., as needed and as assigned. QUALIFICATIONS KnowledEe of - Equipment, materials, and supplies used in building and grounds maintenance; Equipment and supplies used to do minor repairs; and some knowledge of first aid and applicable safety precautions; Skill in operation of floor buffers, steam cleaners, carpet cleaners, washers, vacuums, mops, brooms, and dusting equipment. City of Southlake Custodian (2) Abilityto: Work independently; Complete daily activities according to work schedule; Lift heavy objects; Walk and stand for long periods of time; Communicate orally and in writing; Use equipment and tools properly and safely; Understand and follow written and oral instruction; Establish effective working relationships. Experience and Trainine Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the-Anowledge and abilities would be: Experience.• Six (6) months of related experience. Trainin¢: Equivalent to the completion of the twelfth grade. License or Certification Possession of, or ability to obtain, an appropriate Texas Driver's License is required. WORKING CONDITIONS Environmental Conditions: Indoor and outdoor environments; exposure to extremes in weather conditions; exposure to dust as well as mechanical, electrical, and chemical hazards; work with and around heavy machinery, in or near vehicle traffic; possible exposure to toxic chemicals. Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, and walking for extended periods of time; moderate and heavy lifting and carrying; pulling, reaching, bending, climbing, and kneeling; use of fingers, both hands, and both legs'required; must be able to distinguish colors; must be able to operate assigned vehicle.
