Item 4DCITY OF SOUTHLAK MEMORANDUM April 30, 2011 TO: Shana Yelverton, City Manager FROM: Robert Finn, Chief of Police SUBJECT: Consider a resolution authorizing the Mayor to execute an Interlocal Agreement with Tarrant County, for the purpose of adding the City of Southlake Police as a member of the North Central Texas Major Case Investigative Team (MCIT). Action Requested: City Council consideration of a resolution authorizing the Mayor to execute an Interlocal Agreement with Tarrant County, for the purpose of adding the City of Southlake Police as a member of the North Central Texas Major Case Investigative Team (MCIT). Background Information: The Tarrant County District Attorney has initiated a project to create a multi jurisdictional major case investigative team that will be called The North Central Texas Major Case Investigative Team (MCIT). The primary goal and purpose of the MCIT is to provide a pool of specially trained investigators and support staff will allow for the concentration of investigative resources beyond the capabilities of any individual agency. A large number of trained investigators focusing on a single investigation allowing participating agency administrators to organize rapid and more comprehensive responses to events of great concern to local communities. The memorandum of agreement describes the governance and protocols of the member agencies to request assistance and send out personnel to assist other agencies. The control to send personnel and how many will rest with the individual agencies. This initiative will benefit the small to medium size cities in Tarrant County to enable their police investigators the proper training and exposure to major crimes and provides cities with additional trained investigators at no added cost should a major crime occur. 4D - 1 Shana Yelverton Resolution No. 11 -023 Page 2 of 3 Southlake expects to train and involve two investigators for this initiative. Financial Considerations: Southlake continues to pay investigators salaries and is subject to workman's compensation claims arising from work performed as part of the MCIT. Financial Impact: The investigation of major crimes requires a rapid concentration of trained personnel and resources beyond the capability of most cities. Forming a multi - jurisdictional investigative team is the most effective and efficient solution. Alternatives: Alternatives may include the following: • Approve as presented • Not approve Supporting Documents: Supporting documents include the following items: • Proposed Resolution No. 11 -023 • Memorandum of Agreement Staff Recommendation: Staff recommendation to City Council is to approve Resolution No. 11 -023 as presented. 4D -2 Shana Yelverton Resolution No. 11 -023 Page 3 of 3 RESOLUTION NO. 11 -023 A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS APPROVING AN INTERLOCAL AGREEMENT ESTABLISHING THE NORTH CENTRAL TEXAS MAJOR CASE INVESTIGATIVE TEAM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Southlake Chief of Police has recommended that the City participate with Tarrant County, the Texas Rangers, other municipalities, the Tarrant County Criminal District Attorney, the Tarrant County Sheriff, and police departments of other municipalities for the establishment of the North Central Texas Major Case Investigative Team under a Memorandum of Agreement for the concentration of investigative resources in the event of major crimes. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. That the certain agreement styled "NORTH CENTRAL TEXAS MAJOR CASE INVESTIGATIVE TEAM Memorandum of Agreement' between other law enforcement agencies and the City of Southlake is hereby approved. SECTION 2. This Resolution shall be effective from its date of adoption. PASSED AND APPROVED ON THIS day of 1 2011.
