Item 4CCITY OF SOUTH LAIN MEMORANDUM April 6, 2011 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT: Consider Carillon Phase 1A Park Plans for Northwest Enclave Park and Villa Park North Action Requested: City Council consideration of the park plans for Northwest Enclave Park and Villa Park North located in Phase IA of the Carillon development. Background Information: Hines, the developer of Carillon, has been working on the detailed site plan and civil engineering plans, and is preparing to move forward with construction of Phase 1A. Northwest Enclave Park (approximately 5 acres) and Villa Park North (approximately 0.43 acres) will be constructed as part of Phase IA of the development. The proposed park plans are consistent with the conceptual plans previously reviewed and approved by the City Council when the 380 Agreement for the Carillon development was approved. Key elements of both parks will include 2" — 4" caliper trees (Lacebark Elm, Bald Cypress, Duraheat River Birch, Eastern Red Cedar, Shantung Maple, Shumard Red Oak, Southern Live Oak, Weeping Willow), ornamental trees (Crape Myrtle — Natchez, Biloxi, Muskogee), shrubs (Encore Azalea, Indian Hawthorn, Double Knockout Rose, Purple Diamond Fringe Flower, White Flower Carpet Rose), vine (Cook's Purple Chinese Wisteria), turf (Bermuda), sidewalks and park benches. Additional features in the Northwest Enclave Park include a pond, fountain, grape arbor and a sign wall. The Parks Board originally reviewed conceptual plans for two parks August 9, 2010 and then final plans at their March 21, 2011 meeting where they recommended (6 -0) the approval of both parks with a recommendation that the developer provide additional documentation of the number and location of the benches in both parks prior to City Council consideration and that the developer work with City staff to ensure the appropriate quantity of benches are Shana Yelverton, City Manager Meeting Date — May 3, 2011 Page 2 of 4 installed throughout both parks. A map showing quantity, location and style of the proposed benches is attached. Citizen Input/ Board Review: City Council has previously reviewed and approved the concept plans for all Carillon Parks as part of the approval of the 380 Agreement for the Carillon Development. Parks Board originally reviewed and recommended approval (6 -0) of concept plans for both parks August 9, 2010. Parks Board recommended approval (6 -0) of site plans for both parks March 21, 2011 with the recommendation the developer provide additional documentation (in packet) of the number and location of the benches in both parks prior to City Council consideration and the developer will work with City staff to ensure appropriate quantity of benches are installed throughout the parks.
