LEGAL DESCRIPTION: Lot 11, Block B, Commerce Business Park, and being 0.822 acres.

CURRENT ZONING: "I-l" Light Industrial District
HISTORY: Commerce Business Park was annexed into the City of Southlake in
1986, with the Light Industrial Zoning. Lot 11, Block C was part of
the plat filed in 1988.
P&Z ACTION: March 7, 2002; Approved (6-0) subject to Concept Plan Review
Summary No. 2, dated March 1, 2002, for a period of one (1) year.
STAFF COMMENTS: Attached is Concept Plan Review No. 2, dated March 1, 2001.
All structures on this site are currently existing. The applicant does
not plan on making any changes to this site.
All of the vehicles will be stored inside the buildings after business
hours.

CONCEPT PLAN FOR SALES AND SERVICE OF
NEW AND USED AUTOMOBILES, TRUCKS, OR MOTORHOMES.
Executive Imports, Inc. is an automobile sales and leasing company owned and
operated by its President, Mark T. McLemore. Executive Imports, Inc, is currently
located at 1400 South University, Fort Worth, Texas. Mr. McLemore would like to
relocate his business to 2802 Market Loop, Southlake, Texas because of the warehouse's
convenient location and proximity to his home and DFW Airport.
WRITTEN DOCUMENTATION
a. Planned Use of the Property. Executive Imports, Inc. plans to use to
warehouse to store, display and sell high -end automobiles and sports
utility vehicles.
b. Vehicle Storage. All of the automobiles and sports utility vehicles will be
stored in the warehouse. None of the automobiles or sports utility vehicles
will be left on the parking lot after the close of business. No automobiles
or sports utility vehicles will be parked outside of the spaces designated
for parking in the parking lot. No cars or sports utility vehicles will be
parked on the street or any location other than inside the warehouse and in
the designated parking spaces on the parking lot.
c. Warehouse/Office Ratio, The ratio of warehouse space to office space is
4,300 square feet to 1,160 square feet. The total square footage of the
warehouse is 5,460.square feet. See Attachment.
d. Motor homes. Executive Imports, Inc, does not plan to sell motor homes
and has no plans to do so in the future.
e. Storage. No automobiles, merchandise or other items will be stored
outside the warehouse,

Dear Honorable Members of The Planning and Zoning Commission, Mayor and
City Council,
I with to express my concern about the above -mentioned Specific Use Permit. As the
owner of 20 officeltechfflex space type building in the City of Southlake, I have had
the opportunity to meet with numerous potential tenants who have expressed a
desire to sale "High -End Automobiles" in this market area. I have told ALL of them
that they would need to confine their operation to a "Showroom" type business and
that NO outside display of autos would be compatible within this area. Most of our
tenants are more "officeltech" than warehouse users. We take great pride in our
area. and would like to ensure our tenants that the atmosphere of both Commerce
Technology Center and the Cornerstone Business Park will remain a quality area.
In summary, we do not oppose the use of automobile sales inside the building, but
we GREATLY OPPOSE the outside display of vehicles at this location.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE
PERMIT FOR THE SALES AND SERVICE OF NEW
AUTOMOBILES, TRUCKS, OR MOTORHOMES AND FOR
THE SALES AND SERVICE OF USED AUTOMOBILES,
TRUCKS, OR MOTORHOMES, ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, BEING LEGALLY
DESCRIBED AS LOT 11, BLOCK B, COMMERCE BUSINESS
PARK, MORE FULLY AND COMPLETELY DESCRIBED IN
EXHIBIT "A", AND AS DEPICTED ON THE APPROVED
CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for the sales and service of new automobiles, trucks, or
motorhomes, and for the sales and service of used automobiles, trucks, or motorhomes has been
requested by a person or corporation having a proprietary interest in the property zoned as
"I-l" Light Industrial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (23) and Section 45.1(24)
of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of
the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the sales and service of new automobiles, trucks,
or motorhomes, and for the sales and service of used automobiles, trucks, or motorhomes on the
property being legally described as Lot 11, Block B, Commerce Business Park, more hilly and
completely described in Exhibit "A", and as depicted on the approved Concept Plan attached hereto
and incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions
contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following
specific requirements and special conditions shall be applicable to the granting of this Specific Use
Permit:
