BACKGROUND INFORMATION
OWNER: City of Southlake
APPLICANT: Cingular Wireless / City of Southlake
PURPOSE: Cingular Wireless request to put a telecommunications antenna and related
equipment within the proposed clock tower.
PROPERTY SITUATION: The property is located on the north side of West Southlake Boulevard (FM
1709), the west side of North White Chapel Boulevard, and the east side of
Shady Oaks Drive.
LEGAL DESCRIPTION: Lot 2R2, L.B.G. Hall No. 686 Addition, and Tracts 1, 1B, 1C1, 1C2, 1C3,
1E, 2A1, 2A2, 2B, 2B1, 3C1A, 3C, 3D, 3D1, 3D1A, and 3D6, situated in the
Littleberry G. Hall Survey, Abstract No. 686, and being 74.754 acres.

STAFF COMMENTS: There are no specific issues related to the telecommunication tower request.
This site shall be subject to all conditions of approval for Case ZA01-126

The clock tower will allow room for one additional antenna and equipment
room.

PERMIT FOR A TELECOMMUNICATION TOWER ON
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
BEING LEGALLY DESCRIBED AS LOT 2R2, L.B.G. HALL
NO. 686 ADDITION, AND TRACTS 1, 1B, 1C1, 1C2, 1C3, 1E,
2A1, 2A2, 2B, 2B1, 3C1A, 3C, 3D, 3D1, 3D1A, AND 3D6,
SITUATED IN THE LITTLEBERRY G. HALL SURVEY,
ABSTRACT NO. 686, AND BEING 74.754 ACRES, MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT “A”,

Re: Revised Site Plan and S.U.P. for a telecommunications tower within the existing
tower at Bicentennial Park
Case No. ZA 02-003
Dear Staff:
Cingular Wireless provides cellular telephone service to the citizens of Southlake. The
increase in phone service demand and increase in development causes Cingular to
increase its capacity to serve its customers. The ideal location to locate antennas to serve
the Bicentennial Park area is in the park. The existing elevated water storage tank is
Cingular's first choice for an antenna location. This facility has no space for Cingular.
Cingular's second choice is any other facility in the park that is high enough to locate
antennas. There is a monopole that was constructed by VoiceStream Wireless. This pole
is not tall enough. The monopole has space available at 55 feet above ground level. This
is not high enough for the antennas to send their signal to the north. Attached are
propagation analyses that clearly indicate the lack of coverage that would result if
antennas are located on the VoiceStream tower at 55 feet above ground level.
The clock tower will have space at about 95 feet that will be available to Cingular. This
height will allow the signals to clear the higher ground that is north of the park and
provide service into the neighborhood to the north and get signals to State Highway 114.
The park location is ideal for the antennas. The height is critical for the antennas to
function efficiently. Two cellular/PCS facilities can be located in the Bicentennial Clock
Tower.
Attached are copies of the propagation analyses that indicate clearly that the service to
the north and northeast is limited by the higher ground when the height of the antenna is
at 55 feet. The propagation analyses providing the antenna height at 100 and 90 feet
indicate that the antennas can send signals clearly over the higher ground to the north and
northeast.
