Item 10B January 16, 2002 City of Southlake ATTN: Billy Campbell City Manager ice, Suite 460 T 1400 Main Street A I 7 '2 Southlake, Texas 76092 of Dear Billy: We would like to bring your attention to Senate Bill 1023 affecting Election Code Section 32.091(a), Compensation for Services at Polling Place. This became effective September 1, 2001 yet we were not made aware of this change until this month. Prior to this change, the state capped the compensation to election judges, alternate election judges and clerks at $6.00 per hour. The City of Southlake has always paid the maximum to all who worked. Senate Bill 1023 has removed the cap for compensation. With the upcoming May General Election, this will be four elections in a 12 month period. It is getting harder to recruit, train and maintain the quality of election work that is expected by our residents. Your current election judge and alternate election judge share over 25 federal, city and school elections for the City of Southlake and its residents as well as experience in other states. Pride in the work we do along with the wealth of knowledge of the election code, our professionalism, and streamlining the process continues in increasing voter turnout. Voters are able to leave a city polling place confident that their vote is properly validated and secured. Our clerks and judges match and cross check every signature with a name on the Tarrant/Denton County List of Registered Voters. This process is done everyday during early voting and on election day, and sometimes is carried over into the wee hours of the morning. We are requesting our clerks be paid $10.00 per hour, the alternate election judge $15.00 per hour, and the election judge $15.00 per hour plus $25.00 extra for delivering the returns of the election. We would like you to put this on the City Council Agenda for January 22, 2002 to amend Resolution No. 01-067 to reflect the requested change. Thank you for your immediate attention to this matter.
