All franchise utilities were contacted to inquire what facilities if any were located within this area to determine if the right of way could be abandoned. Verizon and Tri County do have underground utilities exiting within this proposed encroachment area and the right of way cannot be abandoned and therefore requires and encroachment and joint use agreement between the school district and the city. 5 The proposed encroachment agreement links to the city's strategy map relative to focus area of Performance Management and Service Delivery.
