Item 8BCITY OF SOUTHLAKE MEMORANDUM March 30, 2011 To: Honorable Mayor and City Council From: Ken Baker, AICP, Director of Planning and Development Services Subject: Resolution No. 11 -019 - Appointment of Southlake 2030 Plan Element Committee Members Action Requested: Consider appointing members to the following Southlake 2030 Plan element committees: • Parks, Recreation and Open Space Plan Committee • Mobility Plan Committee • Community Plan Committee • Water, Sewer and Stormwater Plan Committee • Sustainability Plan Committee • Youth Plan Committee Background Information: The development of the Comprehensive Plan (Southlake 2030 Plan) will be the result of a dynamic planning process and will require the input of various boards and commissions to oversee this process. More specifically, the role of the Southlake 2030 Plan Committee is as follows: • Oversee and guide the development of the Southlake 2030 Plan process; • Develop vision, goals, objectives, & plan elements based on information received and community input; • Analyze community input & deliberate policy alternatives as they relate to land use, mobility , economy, parks and recreation, open space, community facilities, water, sewer and stormwater and sustainability. • Make recommendations concerning the development and implementation of the Southlake 2030 Plan to the City Council. Below is a list of the elements that will make up the 2030 Plan. The list includes a brief scope of the 2030 Plan elements and staff's recommendation of the boards or commissions that should have representation on the various committees. Staff also recommends that two (2) City Council members be appointed to each committee. The City Council does not have to appoint members to all the plan element committees at its April 5, 2011 meeting. However, it is recommended that appointments to vacated seats on the following six (6) committees are made as work on most of these plan elements will commence this summer and fall: 1) Parks Recreation and Open Space Plan; 2) Mobility Plan; 3) Community Plan; 4) Water, Sewer and Stormwater Plan; 5) Sustainability Plan; and, 6) Youth Plan. Develop the Bob Jones Nature Center Plan. Honorable Mayor and City Council Southlake 2030 Plan Element Committee Appointments Page 5 of 7 RESOLUTION NO. 11 -019 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO THE VARIOUS SOUTHLAKE 2030 PLAN ELEMENT COMMITTEES WHEREAS, a Home Rule Charter of the City of Southlake, Texas, was approved by the voters in a duly called Charter election on April 4, 1987; and, WHEREAS, the Home Rule Charter, Chapter XI requires an update to the City's comprehensive plan (Southlake 2030 Plan) every four years; and, WHEREAS, the City Council has determined that the Southlake 2030 Plan will consist of the following elements: 1) Vision, Goals & Objectives Committee; 2) Area Plans & Land Use Plan; 3) Economic Plan; 4) Mobility Plan; 5) Parks, Recreation and Open Space Plan; 6) Community Plan; 7) Water, Sewer and Stormwater Plan; 8) Sustainability Plan Committee; 9) Youth Plan Committee; and 10) Wayfinding Committee; and, WHEREAS, the City Council has determined that the various Southlake 2030 elements will be developed by committees appointed by City Council; and, WHEREAS, these committees will develop plan elements that will be presented to City Council after a recommendation from the Planning and Zoning Commission for consideration. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. Southlake 2030 Plan Element Committees are hereby established. Section 2. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 3. The City Council hereby appoints the following members to the various Southlake 2030 Plan Committees: 1) Parks Recreation & Open Space Plan Scope: Update Parks, Recreation and Open Space Plan.
