White Chapel Blvd. Hart, Gaugler and Associates on behalf of the Carroll Independent School District are requesting the zoning change and site plan from "S-P-1" Detailed Site Plan District to "S-P- 1" Detailed Site Plan District to make some changes to the currently approved zoning and site plan located at 2520 N. White Chapel Boulevard. This is an aerial of the site outlined. 5 ;wjd7f�� h u'JYaM@BIP k �O W A JAI rF p �y 4 This is a birds eye view looking towards the north A ZA11-006 The applicant is requesting the following changes to the approved zoning and site plan: • Provide angled parking where the existing site plan previously allowed parallel parking; • Reduce the buffer yard along the south property line back to the required 10 foot width to allow for the angled parking; • Revise the landscape plan to accommodate the angled parking and the reduced buffer yard; • Revise the alignment and grades of the quarter mile walking path to be ADA accessible; • Revise the tree conservation plan to allow for the installation of the drainage swale along the west property line. The following are the modifications being requested by the applicant to the zoning and site plan. The first is to provide angled parking where the approved plan shows there to be parallel parking, reduce the bufferyard along the south property line from 20-feet to 10-feet to accommodate the angled parking, and also to revise the landscape plan to accommodate the reduced bufferyard and angled parking. In addition, there is also some realignment to the quarter mile walking path towards the rear of the site to comply ADA accessibility requirements and a revision to the tree conservation plan to allow for the installation of a drainage along the western property line boundary. 7 The following is the site plan which was approved by City Council on April 20, 2010 This is the proposed site plan with the modifications to the site plan being indicated in the boxes. Currently approved plan has 244 with parallel parking] [10-foot bufferyard is the required bufferyard per ordinance, 20-foot bufferyard was requested previously and approved] This is the approved landscape plan 10 And this is the proposed landscape plan, the areas circled in red are the areas where plantings are being added. There is no reduction in quantity of plantings from the original plan currently approved. 11 The following is the approved tree conservation plan 12 The proposed tree conservation shows for 9 additional trees to be removed along the western boundary for the purpose of installing a drainage swale. [Trees removed equal 131.5" diameter and are required to mitigated] 13 PLANNING AND ZONING COMMISSION March 24, 2011; Approved (7-0) denying the requested change to provide angled parking where the existing site plan previously allowed parallel parking, denying the request to reduce the bufferyard along the south property line back to the required ten (10) foot width to allow for the angled parking, denying the requested change to revise the landscape plan to accommodate angled parking and the reduced bufferyard, granting the revision to the alignment of the grade of the quarter mile walking path to be ADA accessible, granting the revision to the Tree Conservation Plan that will match the tree mitigation requirements in the City Ordinance for the installation of the drainage swale along the western property line, subject to Site Plan Review Summary No. 1, dated March 18, 2011. [read motion] 14 CITY COUNCIL 1ST READING March 29, 2011; Approved at first reading (7-0), noting the applicant's willingness to work with the residents and requesting that the applicant consider placing the parking on the south side at the end of the cul-de-sac in a different formation, requesting the applicant to provide a landscape plan and to represent the minimum bufferyards, making them clear for the residents to see.
