Item 10CCity of Southlake, Texas MEMORANDUM November 11, 2003 TO: Billy Campbell, City Manager FROM: Malcolm Jackson, Director of Community Services (xt. 1527) SUBJECT: Award of bid to Anderson Water Well Service for Bob Jones Park Well and Pump Action Requested: City Council award of bid to Anderson Water Well Service for the construction of the Bob Jones Park well and pump in the amount of $119,500, plus a three percent (3 %) contingency for a total project amount of $123,085. Background Information: Staff has been working with the consulting firm of Dunkin, Sims, Stoffels on the design of the next phase of improvements for Bob Jones Park to include a southern well and pump. The well would be located near the southern pond and used for irrigation purposes as necessary. The engineering estimate on the project was approximately $110,000. Due to its specialized nature the well was bid separate from the other Bob Jones Park Improvements in order to obtain the lowest possible cost. The City received and opened three bids on October 30, 2003, in accordance with State bidding procedures. Bids on the project ranged from a high of $139,020 to a low of $119,500, with low bid being submitted by Anderson Water Well Service. Anderson Water Well Service is a drilling firm known for having constructed numerous wells throughout the area. They offer commercial, residential, and municipal water wells and service. They have completed work for the City of Southlake including drilling at Lonesome Dove Park and Koalaty Park, and have proven to be very responsive. Anderson Water Well Service is a member of the Texas Ground Water Association, the National Ground Water Association, and has been in business since 1972. Financial Considerations: Funding in the amount of $123,085 is available in the SPDC fund for this project. Low bid was submitted in the amount of $119,500. The SPDC approved 2003 -04 CIP has $1,728,855 available for construction of this phase to include the well, softball field improvements, pipe rail fencing, and irrigation. Citizen Input/ Board Review: Parks Board approved (6 -1) recommendation of the Bob Jones Park revised site plan at their August 11, 2003 meeting. Billy Campbell, City Manager November 11, 2003 Page 2 SPDC approved the proposed CIP budget (4 -1) at their August 27, 2003 meeting. SPDC approved authorization (3 -2) to bid the Bob Jones Park Improvements project as shown on the revised site plan at their August 27, 2003 meeting. Parks Board recommended approval (9 -0) of award of bid at their November 10, 2003 meeting. SPDC will consider this item prior to City Council at their November 18, 2003 meeting. Legal Review: Process followed State bidding procedures. Contract documents and specifications reviewed by City Attorney. Alternatives: City Council alternatives include: • Approval of bid as submitted. • Rejection of all bids as submitted.
