Commercial, Incorporated for Bob Jones Park Improvements Action Requested: City Council award of bid to J.C. Commercial, Inc., for construction of Bob Jones Park Improvements in the amount of $1,540,000, plus a 2.3% contingency for a total project amount of $1,576,168. Background Information: Staff has been working with the consulting firm of Dunkin, Sims, Stoffels on the design of the next phase of improvements for Bob Jones Park. The major components of the project include the lighting of six (6) softball fields, ball field fencing and clay infields, parking lot expansion, flatwork, pipe rail fencing, concession building, and irrigation. The engineering estimate on the base items of the project was approximately $1,500,000. Alternate items not included as part of the base bid were concrete parking lots instead of asphalt, shade canopies over the bleachers and center plaza area, playground equipment, batting cages, tree installation, additional pipe rail fencing, overlay of two existing soccer parking lots, warm up area enhancements, and electric gates for the soccer area entrances. Alternate items are typically included as part of the bid documents to provide an opportunity for additional improvements should funding allow. The City received and opened six bids on October 27, 2003, in accordance with State bidding procedures. Bids on the project ranged from a high of $2,191,226 to a low of $1,540,000, with low bid being submitted by J.C. Commercial, Incorporated. J.C. Commercial is a firm known for having constructed numerous parks and park related facilities. They have completed work for such entities as the City of McKinney, City of Plano, City of Bedford, and the City of North Richland Hills. A reference check was performed with the aforementioned entities, as well as engineering and architectural firms, and J.C. Commercial, Incorporated has earned a reputation for providing professional, quality workmanship. Financial Considerations: Funding in the amount of $1,576,168 is available in the SPDC fund for this project. Low bid was submitted in the amount of $1,540,000. The approved SPDC CIP has $1,728,855 available for construction of this phase to include the softball field improvements, pipe rail fencing, irrigation, Billy Campbell, City Manager November 11, 2003 Page 2 and water well. Current funding levels do not provide for the overlay of the north soccer field parking lots. Citizen Input/ Board Review: Parks Board approved (6 -1) recommendation of the Bob Jones Park revised site plan at their August 11, 2003 meeting. SPDC approved the proposed CIP budget (4 -1) at their August 27, 2003 meeting. SPDC approved authorization (3 -2) to bid the Bob Jones Park Improvements project as shown on the revised site plan at their August 27, 2003 meeting. Parks Board recommended approval (9 -0) of award of bid at their November 10, 2003 meeting. SPDC will consider this item prior to City Council at their November 18, 2003 meeting. Legal Review: Process followed State bidding procedures. Contract documents and specifications reviewed by City Attorney. Alternatives: City Council alternatives include: • Approval of base bid as submitted. • Rejection of all bids as submitted.
