Action Requested:
City Council approval to rename the Southlake Softball Complex (aka. Texas
School of Baseball) to become the Southlake Sports Complex.
Background
Information:
Effective February 18, 1996, the City adopted a procedure for naming or
renaming park facilities. The Naming and Renaming of Park Facilities
Procedures establishes the following parameters for evaluating submissions for
the naming of City park facilities.
A park facility may be named for a deceased individual(s) who have served
the community.
A park facility may be named for any deceased local, state, national, or
international figure(s).
A park facility may be named for any local, state or national geographic
area, landmark or event.
A park facility may be named for any symbol or concept associated with
the City of Southlake, the State of Texas, or the United States of America.
The Southlake Softball Complex (aka. Texas School of Baseball) was
previously operated as a private baseball park and training facility for select
baseball. When purchased by the City the site was anticipated to become the
future home of the local softball program. As such, the former name was no
longer appropriate and it was renamed the “Southlake Softball Complex” by
City Council on October 16, 2001. With the softball program now scheduled
for Bob Jones Park, the name of the facility may once again be deemed as
inadequate.
Following direction provided by the Parks Board at the May 12, 2003 meeting,
staff sought public input for the naming of the facility. Information regarding
the naming “contest” was placed in a local newspaper as well as on the City’s
web site. Sixty-nine different proposed names were submitted by the public.
Staff reviewed and ranked the proposed names (the lower the overall score the
higher the ranking) and developed a matrix representing them all.
Staff identified the top five proposed names. The number one proposed name
indicated by the submitter to be in honor of two individuals reported to have
fought in the battle of San Jacinto and the Civil War and to have later settled in

the area that would come to be known as Southlake. Staff researched various
sites including “The Handbook of Texas Online” which is a multidisciplinary
encyclopedia of Texas history, geography, and culture presented by the
General Libraries at the University of Texas and the Texas State Historical
Association, google on-line search engine, ancestory.com, cyndilist.com, and
altavista.com and were unable to verify the information as reported. This entry
was excluded as a result of the inability to verify details.
The remaining ranking had a tie for the fifth position. Of those, one did not
meet the criteria of the policy because the persons are not shown to be
deceased, and it was excluded from the list.
The Parks Board at their September 8, 2003 meeting considered the top five
names meeting the criteria of the procedures for park naming or re-naming (see
listing below) and recommended the Southlake Sports Complex.

4. Southlake Sports Complex
5.Freedom Park
As previously discussed with the Parks Board, staff recommends against
naming a facility after a particular sport or activity since future uses may
change or include other activities.

Considerations:
Not applicable.
Financial Impact:
No financial impact involved with re-naming due to a lack of significant park
signage.
Citizen Input/
Board Review:
The Parks Board considered this item at their September 8, 2003 meeting and
recommended (9-0) renaming the facility the Southlake Sports Complex.
Public input was sought regarding the re-naming of the Southlake Softball
Complex (aka. Texas School of Baseball) and approximately sixty-nine
different names were proposed.

City Council selection of a name proposed through the public submittals
and associated staff rankings.
City Council review and consideration of other names not included on the
attached list of proposed names.

Statement of Purpose
The purpose of this policy is to provide parameters for the naming and renaming of park facilities.
Procedure
In the naming and renaming of park facilities in the City of Southlake the following guidelines shall be used:
I. May be named for any deceased individual(s) or group(s) who have served the
community.
II. May be named for any deceased local, state, national or international figure(s).
III. May be named for any local, state or national geographic area, landmark or event.
IV. May be named for any symbol or concept associated with the City of Southlake,
the State of Texas or the United States of America.
Note: When advertising for input from the residents, separate forms need to be returned for each park name
submitted.
