BACKGROUND INFORMATION
OWNER: Southlake Venture West L.P.
APPLICANT: Southlake Women's Club
PURPOSE: The purpose of this request is to receive approval of a Specific Use Permit for
the sale of alcoholic beverages during the special event concert in conjunction
with the Art in the Square festival.

HISTORY: This is the fourth annual Art in the Square. This event is typically held the last
Friday Saturday and Sunday of April.
P &Z ACTION: January 23, 2003; Approved (7 -0) for April 25 -26, 2003.
COUNCIL ACTION: February 4, 2003; Approved to Table on Consent (7 -0) until February 18,
2003.
STAFF COMMENTS: This request is limited to sale of alcoholic beverages as part of the Special
Events Concert (Case ZA02 -019).
The proposed concert will be located in the large parking lot behind Pottery
Barn and Crate and Barrel. This will be a separate event on both Friday and
Saturday nights. The concert area will be enclosed with fencing and will have
2 tents inside that will sell beer, wine, drinks and concessions. These 2
food /drink tents will be open during the concert time only. No alcohol will
come in or go out of the gated concert area.
It is the intent that the Art in the Square portion remain as previously
approved. If the applicant wishes to hold the same or similar concert event
and alcohol sales in this area next year or any other time, they must re -apply
and receive the necessary approvals as required by the City codes.
An event description and site exhibit are included as attachment `C' of this
packet.

The Southlake Women's Club proposes 2 changes to Art in the Square 2003 on
April 25 -27. Hours, general set up and goal to be a premier art fair will remain the
same.
Though beer and wine will be sold only in the Le Bistro area (Mi Cocina to Eddie
Bauer), the public will be able to carry drinks though out the festival. This will
improve the flow of the event and allow families to stay together. Wristbands will
be sold and no alcohol will be allowed to enter or leave the festival. Gatekeepers
will wear identifying vests /clothes, 2 gatekeepers will be posted all 11
entrances/exits to the festival and gates will be clearly marked with barricades.
All gatekeepers will be trained and regularly monitored by the volunteer
committee of Art in the Square. Art in the Square will continue to work closely
with the City's Department of Public Safety and TABC.
A third stage will be added to Art in the Square 2003. It will be located in the
parking lot behind Pottery Barn and Crate and Barrel and will be separated from
the rest of the event. Two concerts are planned, Friday and Saturday night from
9- 10:30pm. This is after the rest of the event closes for the night. Gates will open
at 8 pm. Tickets will be pre -sold by the Southlake Women's Club and 2000 seats
will be available. The concert area will be enclosed with fencing and 2 tents
inside the fenced area will sell beer, wine, drinks and concessions. The
food /drink tents will be open during concert time only though the stage, which
contains high tech audio equipment and dames, will be open for tours during the
day. Best Buy is providing the stage and entertainment, though the performers
are "to be announced ", both concerts will be geared to families. Gatekeepers will
be stationed at all exits to assure that no alcohol comes in or goes out of the
concert area. Best Buy will provide additional security.
Art in the Square will continue to work closely with Town Square and the City's
Department of Public Safety to ensure a safe environment. Parking and traffic
flow have been discussed. Since the concert area uses 312 parking spaces and
the main part of the art fair will be closing down, both Brian Stebbins and Chief
Price agree that 1491 available parking spaces appear to be sufficient. Art in the
Square has not, in the past, filled all the parking spaces in Town Square. Signs
will be posted at the old post office for additional parking spaces and signs will be
posted at the entrance to South View telling concert goers not to park in the
neighborhood. All Art in the Square volunteers will be required to car pool. Chief
Price will be communicating with the entertainers for any special security needs.
Police presence at the concerts and afterward to assist with traffic flow will be
determined by the Department.

RESOLUTION NO. 03 -014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
THE SALE OF ALCOHOLIC BEVERAGES ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, BEING LEGALLY
DESCRIBED AS BLOCK 3R1, SOUTHLAKE TOWN SQUARE, PHASE
1, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A ",
AND AS DEPICTED ON THE APPROVED DEVELOPMENT PLAN
ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT
"B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for the sale of alcoholic beverages has been requested by a person
or corporation having a proprietary interest in the property zoned as "NR -PUD" Non - Residential Planned Unit
Development District to include "C -3" General Commercial District uses; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (1) and 45.6 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the sale of alcoholic beverages on the property
being legally described as Block 3R1, Southlake Town Square, Phase 1, an addition to the City of
Southlake, Tarrant County, Texas, as recorded in Cabinet A, Slides 6888 and 6889, Plat Records,
Tarrant County, Texas, more fully and completely described in Exhibit "A ", and as depicted on the
approved development plan attached hereto and incorporated herein as Exhibit `B" and providing an

effective date, subject to the provisions contained in the comprehensive zoning ordinance and the
restrictions set forth herein. The following specific requirements and special conditions, if any, shall
be applicable to the granting of this Specific Use Permit:
