Item 5ICity of Southlake, Texas MEMORANDUM January 16, 2003 To: Billy Campbell, City Manager From: Charlie Thomas, P.E., City Engineer, ext. 2175 Subject: Ordinance No. 839, 1 st reading - Changing the Street Name of Oak Lane North and Oak Lane South to Pin Oak Circle. Action Requested: Adopt ordinance 839, changing the name of Oak Lane North and Oak Lane South to Pin Oak Circle. Background Information: East of Randol Mill Avenue, there is a horseshoe shaped street in the Oak Hill Mobile Home Park named Oak Lane North and Oak Lane South with 54 lots fronting on the street. There is also another street named Oak Lane located in Cedar Oaks Estates South of Sleepy Hollow Trail. The Oak Hill Mobile Home Estates is, presently, being platted and re- named Pin Oak Estates and one property owner owns a large number of the present lots. To eliminate the confusion that exists with the duplication of the street named Oak Lane, the City staff has suggested a name change for the horseshoe shaped street known as Oak Lane North and Oak Lane South. The developer purchasing the re- development, suggest the name of Pin Oak Circle. Property owners along Oak Lane North and Oak Lane South have been notified of this proposed street name change. Financial Considerations: The cost of each sign including installation is approximately $220. We need two (2) signs which will cost a total of $440. Citizen Input / Board Review: None. Legal Review: The original street name change ordinance was drafted by the City Attorney. Alternatives: Approve it or deny it. Staff Contact: Pedram Farahnak, P.E., Director of Public Works, ext. 2308 Charlie Thomas, P.E., City Engineer, ext. 2175 CITY OF SOUTHLAKE ORDINANCE NO. 839 AN ORDINANCE CHANGING THE NAME OF TWO STREETS LOCATED WITHIN THE CITY PRESENTLY KNOWN AS "OAK LANE NORTH AND OAK LANE SOUTH ", EAST OF RANDOL MILL AVENUE, TO "PIN OAK CIRCLE ", FURTHER DESCRIBED IN EXHIBIT "A "; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR THE REPEAL OF INCONSISTENT ORDINANCES. WHEREAS, a change in the name of two streets located within the City of Southlake, Texas (the "City "), presently known as "Oak Lane North and Oak Lane South ", located East of Randol Mill Avenue to "Pin Oak Circle" has been requested by the City of Southlake; and WHEREAS, it is the intention of the City Council to hereby officially change the name of such streets as requested. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this Ordinance as if copied in their entirety. Section 2. That the name of the portion of the streets located within the City presently known as "Oak Lane North and Oak Lane South" East of Randol Mill Avenue as described in Exhibit "A ", is hereby officially changed to "Pin Oak Circle ". Section 3. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereof to any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 4. All ordinances or parts of ordinances inconsistent or in conflict with the provisions of this ordinance are hereby expressly repealed to the extent of the inconsistency or conflict.
