Plan of Operations
• A set of rules and regulations for Farmer's Market
vendors has been produced and will be strictly
enforced (at least one Cooper & Stebbins
employees will be on site every Farmer's Market)

they sell out)

Previous Concerns
Cleanliness:
• Vendor practices must be in accordance with the
Health Department food handling standards
• Vendors will be responsible for picking up and
sweeping their space both during the day and after
checkout
• No waste or trash may be in view of consumer
• Spoiled or leftover produce may not be disposed
of at Town Square and must be taken home by the
vendor
• Vendor will be fined for clean up if they do not
comply with regulations
• Last year, all clean up was complete by 4 PM
Previous Concerns
Parking:
• Farmers Market took up only 50 parking spaces
last year
Of 1800 Parking spaces at Town Square, about
700 are designated for office tenants. 90% of
offices are closed on Saturday, leaving 600 spaces
unoccupied
Last year, crowds of over 75 people at any given
time were rare
Previous Concerns:
City Sales Tax Revenues
• The City does not receive sales tax on fresh
produce sold anywhere in Southlake
• The City will receive the same sales tax revenues
from 4p Farmer's Market on taxable items that
they would from Supermarkets on taxable items
• The City will receive additional sales tax from the
stores at Southlake Town Square from additional
shoppers that will be attracted to Town Square due
to this weekly event, i.e., more total sales achieved
within the whole environment
Previous Concerns:
Impact on Southlake Supermarkets
The appeal of a Farmer's Market is different to that of a
Supermarket — people are drawn to the concept of buying
truly fresh products directly from those that produce it.
It is likely up to 70% of those visiting Farmer's
Market will come from the surrounding cities. These
customers would not have shopped in Southlake
supermarkets due to the same stores being located within
the communities in which they live
The loss per week to Southlake supermarkets is negligible,
an estimated one -tenth of one percent to the combined
supermarkets. This also assumes every Southlake dollar
spent at 400 Farmer's Market would have otherwise been
spent in a supermarket, which is unlikely.
