airy ui auuLnume, Texas MEMORANDUM May 1, 2003 TO: Billy Campbell, City Manager FROM: Rick Black, Director of Public Safety (Ext. 242 1) SUBJECT: Approval of a conditional sign permit under Section 6 of Sign Ordinance No. 704 -A for Southlake Corners (the Wal -Mart redevelopment) located at 200 North Kimball Avenue. Action Requested: City Council consideration of a conditional sign permit under Section 6 of Sign Ordinance 704 -A. Background Information: Mr. Hank Quigg representing Southlake Comers, is requesting a conditional sign permit under Section 6 of Sign Ordinance No. 704 -A. Staff Note: The purpose of a conditional sign permit is to allow for a specialized review of signs which may not be appropriate generally without certain restrictions which, if controlled, as to the number, size, height, color, location, lighting, or relation to adjacent properties, would promote the health, safety, and welfare of the community. Conditional sign permits have been approved for Southlake Town Square, Village Center, and Gateway Plaza. While each of these three centers have unique conditions, Southlake Corers was modeled primarily after the Gateway Plaza Conditional Sign Permit. Conditional Sign Permit Criteria: Any sign standard not specifically modified by this conditional sign permit will revert to Sign Ordinance 704 -A. The comprehensive signage plan is as follows: Retail Building - (Anchor' A 'B' 'C') All Retail shall be allowed a maximum of two signs with a maximum letter height of 72" The combined sign area shall be a factor of .75 square feet for every one -foot of street frontage of the building. The number of tenants shall divide the total area; no single tenant shall exceed 250 SF. The signs may be permitted at any public entrance or facade facing or visible from the public R.O.W. Retail Buildings ('D' & 'E' All Retail signs shall be allowed a maximum of two signs with a maximum letter height of 36 ". The sign area will be a factor of .75 square feet for every one -foot of width of the building or lease space, but not limited to less than 45 SF. The signs may be permitted at any public entrance or facing or visible from the public R.O.W. Page 1 Billy Campbell May 1, 2003 Page 2 Other Signs (including Business Signs) All other signs will revert to the City of Southlake Sign Ordinance, and shall be considered in addition to the above modifications. Entry Feature The entry feature located along Southlake Boulevard and Kimbal 1 Avenue may be a maximum of 12 feet in height and the one located on Highway 114 may be up to 30 feet in height, while maintaining one hundred (100) square feet per sign with a maximum area per sign face of fifty (50) square feet. The entry feature is designed to simulate the building facade. Legal Review: None Alternatives: The council may approve the request, deny the request, or approve it subject to whatever conditions they deem appropriate. RB /sv Page 2 The following sections have been excerpted from the Sign Ordinance No. 704 -A SEC. 6 CONDITIONAL SIGN PERMIT A. GENERAL: Notwithstanding anything in this ordinance to the contrary, the erection of a sign or signs may be approved pursuant to this section under a conditional sign permit approved by the City Council. The purpose of this section is to allow for a specialized review of signs which may not be appropriate generally without certain restrictions, but which, if controlled as to the number, size, height, color, location, lighting, or relation to adjacent properties, would promote the health, safety, and welfare of the community. Conditional permitting of signs shall not be based upon the content of the sign, but is intended to allow for the evaluation of the physical impact of the proposed sign on adjacent properties and to ensure adequate mitigation of potentially unfavorable factors, such as the number, size, height, color, location, lighting, and other potentially unfavorable impacts. This letter'is in reference to the attached comprehensive signage plan for the redevelopment of the Wal -mart Center now referred to as Southlake Corn ers. i As shown on our Site Plan, this redevelopment is proposing to reduce the size of the Wal- Mart building and add additional retail shops closer to N. Kimball.Avenue. This revised site layout redefines the, traffic and pedestrian patterns for this site along both E. Southlake Boulevard and the service road of SH 114. Being a redevelopment of an existing retail operation, and having essentially three street fronts to contend with, the challenge is to create individual architectural elements that enhance the site, while substantially meeting all the city guidelines and ordinances. It is our contention to incorporate the signage onto the various facades and maintain a uniform appearance and balance from all street frontages.
